Every grain of narcotics in the wholesale establishment of the John B. Bond Jr. Drug Company, 113 East Markham street, was stolen by unidentified burglars who rifled the place, supposedly early yesterday morning. Nothing else was taken. The value of the stolen narcotics is estimated at $ 500. It included morphine, cocaine and heroin. The robbery was discovered when the place was opened yesterday morning.

The state Senate refused Thursday to vote for repeal of a 1961 commercial zoning act that has disturbed some city officials at Little Rock and other cities. It defeated the repealer bill, SB 18 by Senator Ben Allen of Little Rock, 12- 14. Eighteen votes were needed for approval. The bill, however, is to be reconsidered. Act 115 of 1961 provides that any property used for commercial purposes before the adoption of municipal zoning legislation in 1929 must be zoned for commercial use if the owner requests it and proves that all or part of the property has been used commercially since 1929.

Arkansas traffic fatalities dropped during the last half of 1991, when the state’s new seat belt law was enforced, statistics show. “You have to think that the seat belt law had some effect,” said Frank Vozel, coordinator of the Arkansas Highway Safety Program of the state Highway and Transportation Department’s Traffic Safety Division. However, Vozel added, it’s too soon to cite those late- year Traffic Safety Division figures as conclusive evidence that the new law caused the decrease.

Engineers believe the rains that fell last weekend caused the bank along Fourche Creek south of Little Rock National Airport, Adams Field, to shift, jeopardizing the stability of a large sewer line. Little Rock Wastewater Utility staff members say the 42- inch sewer- line section west of Bankhead Drive that feeds Fourche Creek Treatment Plant is vulnerable to break and collapse if enough rain falls this weekend and further damages the bank. Soil engineers suggested the utility install metal sheets to stabilize the bank as a temporary safeguard. Little Rock Wastewater Utility has informed the Arkansas Department of Environmental Quality of the situation. Utility staff will be monitoring the area this weekend.
