100 YEARS AGO May 5, 1917

In order that Fort Roots may be more favorably considered by the government and army officials for use as a permanent post, it was decided at the mass meeting of Little Rock and Argenta business men at the courthouse last night to improve roads to the fort, to provide other facilities and to cooperate with army officers in every way possible to make the fort a desirable location for an army division.

50 YEARS AGO May 5, 1967

Clarence A. Lilly Jr., 47, of 308 East Fourteenth Street, a night pump operator at Lock and Dam No. 7 below Cammack Village who disappeare­d from the job site April 14, has been found living in a camper trailer in El Paso, Tex. Police Chief R. E. Brians said that an unidentifi­ed informer told the police Thursday that Lilly was in El Paso. Brians said that officers had known within three days after his disappeara­nce that Lilly was somewhere in Texas but could not pinpoint the location.

U. S. District Judge G. Thomas Eisele will decide by 3 p. m. today whether excessive force was used during the July 4, 1989, arrest of Robert McIntosh Jr. during a brawl over flag- burning at the state Capitol. Eisele heard testimony all day Monday on the $ 5,000 lawsuit that McIntosh — son of activist Robert “Say” McIntosh — filed June 27, 1991, against Secretary of State Bill McCuen, Sgt. Monty Vickers of the Little Rock Police Department and Sgt. Larry Gentry of the Arkansas State Police.

Just over a year after Helena- West Helena voters overwhelmi­ngly rejected a sales tax, city leaders are asking again. They say it is necessary for the city’s survival. On Tuesday, voters will decide two issues — whether to pass a 2 percent sales tax that would raise the sales tax in the city to 10 percent, and whether, if that tax passes, to refinance the city’s landfill bonds. A “yes” vote on both issues would be good steps toward financial solvency for a city that is struggling to pay its bills, said Mayor James Valley. But opponents say a new tax would be a burden for the poorest residents and would provide more money to a city government that doesn’t have its finances in order.
