Following the decision of the Supreme Court, in which the formation of the Arkansas-Louisiana Highway Improvement District was declared legal, plans are being made to begin work on the new highway. E. P. Toney, Chicot county judge, said that bonds for $2,500,000 will be floated soon and that contracts will be awarded within 20 days. The district will make application for federal aid in a few days. The new road will be 178 miles long, will begin at the Grady pike at the Jefferson-Lincoln county line and run through Lincoln, Drew, Desha, Ashley and Chicot counties to the Louisiana line.

The practice of home owners near War Memorial Stadium charging Razorback fans to park in their yards violates two city ordinances but nothing can be done about it, the city said Monday. It is illegal to allow parking in front-yard space of any property that is not zoned commercially or industrially, said Henry M. de Noble, the director of the city Department of Community Development. “I don’t know how you would enforce something like that,” he said. “If it were done daily it would be different.”

FAYETTEVILLE—University of Arkansas at Fayetteville police said a homemade bomb that exploded at a residence hall Thursday night wasn’t connected to Democratic presidential nominee Bill Clinton’s visit Friday. University student Russell Barrow, 19, of Texarkana was arrested in the incident and remained without bond in Washington County Jail on a charge of criminal use of a prohibited weapon. Fayetteville fire officials say the damage to Barrow’s room at Holcombe Hall was minor.

Former President Clinton on Tuesday helped detail plans for a Little Rock wetlands park near his library complex, an addition he described as an environmental and educational treasure. The downtown park will develop over the next couple of years into a showcase of marshes and wildlife. “This may seem like [just] 13 acres,” he said, speaking to nearly 200 invited friends and family of the late William E. Clark. The wetlands park will be named for Clark, a Little Rock contractor and philanthropist who built the Clinton center. “But this is way bigger than that.” The $2 million project is to stretch between the Clinton Presidential Center and the Interstate 30 bridge.
