Like the president, Mr. Rockefeller also called for calm and the eradication of racial and religious barriers. As the governor prepared the proclamation at the Governor’s Mansion, Negro leaders headed by Dr. Jerry D. Jewell of Little Rock were arranging a memorial service in front of the Capitol for 1:30 p.m. Sunday.
