Governor’s appointments
Gov. Asa Hutchinson recently announced the following appointments:
To the Waterways Commission, Craig Mobley, El Dorado, appointment expires Jan. 14, 2020, replaces Judge Michael Loftin; and Marty Shell, Fort Smith, appointment expires Jan. 14, 2025, replaces Paul Latture.
To the Advisory Committee on Petroleum Storage Tanks, to appointments expiring Dec. 31, 2021, Al Eckert, Little Rock, replaces Charles Clark, and Murray Benton Sr., Jonesboro, replaces Daniel Murdaugh.
To the Fire and Police Pension Review Board, to reappointments expiring Jan. 1, 2022, Lance Spicer, Hot Springs; Farris Hensley, Alexander; and Bill Lundy, Little Rock.
To the Home Inspector Registration Board, to terms expiring Jan. 26, 2020, W.C. McBride, Benton, who replaces Joseph Kanopsic, and reappointments Marliese Kerr, Little Rock; Wayne Pace, Little Rock; Allen Trammell, Alexander.
To the Appraiser Licensing and Certification Board, to terms expiring Jan. 15, 2021, Joshua Barkhimer, Camden, replaces Peter Prutzman; and reappointments Scott McKennon, Morrilton; Brian Hester, Farmington; Tom Ferstl, Little Rock; and Cary Matthews, Jonesboro.
To the board of trustees of the Local Police and Fire Retirement System, to terms expiring Jan. 1, 2022, reappointed Lt. J. Scott Baxter, Jonesboro, and appointed Gary Carnahan, Hot Springs, who replaces Catherine Cook.

Christina Shutt, Conway, to the Women’s Suffrage Centennial Commemoration Committee. Appointment expires Dec. 31, 2020.
James Mardis, Rogers, to the Arkansas-Oklahoma Arkansas River Compact Commission. Reappointment expires Feb. 1, 2022.
Donna Nelson-Lowe, Paragould, to the Health Services Permit Commission. Appointment expires April 9, 2020. Replaces Paula Hartz.
Dr. Norette Underwood, Harrisburg, to the Veterinary Medical Examining Board. Appointment expires March 1, 2023. Replaces Dr. Duane Thomas.
Jeff Teague, El Dorado, to the State Police Commission. Appointment expires Jan. 14, 2025. Replaces Dr. Lewis Shepherd.
John Baxter, Fort Smith, to the Contractors Licensing Board. Appointment expires Dec. 31, 2022. Replaces Steve Russell.
Ron Mobley, Morrilton, to the Banking Board. Appointment expires Dec. 31. Replaces Gary Smith.

Russell Meeks, Little Rock, as a special associate justice of the Arkansas Supreme Court. CR-17-889 Brad Hunter Smith v. State of Arkansas. Replaces Justice Robin F. Wynne, who has disqualified himself from the case.
Lee Watson, Fort Smith, as a special justice of the Arkansas Supreme Court. CR-17-684 Elizabeth Robert Force v. State of Arkansas. Replaces Chief Justice John Dan Kemp, who has disqualified himself from the case.
Josh Newton, Bryant, as a special justice of the Arkansas Supreme Court. CV17-723 The Park Apartments at Fayetteville, LP, et al. v. Shilah Plants. Replaces Justice Josephine Linker Hart, who has disqualified herself from the case.
Grant Fortson, Little Rock, as a special justice of the Arkansas Supreme Court. CV-17-500 Arkansas Department of Human Services v. Tegan Dowdy. Replaces Justice Robin F. Wynne, who has disqualified himself from the case.
Louis Bastin, Fort Smith, as a justice of the peace for the Sebastian County Quorum Court, District 8. Appointment expires Dec. 31. Replaces Donald Carter Sr.
Rose Mary Fite, Sparkman, as a justice of the peace for the Dallas County Quorum Court, District 7. Appointment expires Dec. 31. Replaces Alfred Fite.
Jackie Sikes, Clinton, as a justice of the peace for the Van Buren County Quorum Court, District 9. Appointment expires Dec. 31. Replaces Richard Sundelin.
Wesley Howard, Dierks, as a justice of the peace for the Howard County Quorum Court, District 2. Appointment expires Dec. 31. Replaces Gary Welch.
Baxter County Judge Mickey Pendergrass, Mountain Home, as a special county judge in Marion County court. Marion County Court Case Numbers 2016-001 and 2017-001. Replaces Marion County Judge Terry Ott, who has disqualified himself from both cases.
