City officials said they had little notice that the club was opening this weekend with partially nude dancers. Hays has asked City Attorney Randy Morley to research the issue to see whether the city can do anything to restrict the activity. “When it comes to places like this, we are generally protected by the First Amendment. We’re within our constitutional right,” Michael Rosen, the club’s owner, said.

Advocates for drug and alcohol treatment centers made a pitch for more funding Wednesday, more than a year after an alcohol tax increase died in a House committee. “By God, we need your help,” Bob O’Dowd, executive director of Quapaw House in Hot Springs, told the House and Senate Public Health, Welfare and Labor committees. Rep. Stephanie Flowers, D-Pine Bluff, asked how much more the 27 Arkansas centers need. “The bad thing is I did a projection and you’re probably talking $10 million … to make it right,” said Sonny Ferguson, director of treatment services at the state Office of Alcohol and Drug Abuse Prevention.
