100 YEARS AGO July 27, 1918

WINSLOW — Unmasked and alone, a bandit held up and robbed the Frisco railway station here Wednesday night at the point of a revolver. After compelling the night operator, Fred Stouffer, and his friend, Beerl Winn, to accompany him several blocks he escaped. The bandit secured $19 from the office cash drawer, and $5 and a watch from each man and Stouffer’s revolver. While accompanyi­ng the robber down the railroad track Winn told the robber his registrati­on card was in the pocketbook taken from him. The robber returned the pocketbook and Winn’s money. A short distance farther on Winn told the robber that the watch he had taken from him was a present from his father, whereupon the robber also returned the watch.

50 YEARS AGO July 27, 1968

The payment of bonuses to women on welfare as incentives to not have babies was suggested to the state Welfare Board Friday by Dr. Jack Downs of Little Rock, Governor Rockefelle­r’s newest appointee to the Board. Dr. Downs said the Board should halt what he said was the annual increase in welfare rolls. He also suggested the removal “of dead wood” from the permanentl­y disabled rolls.

25 YEARS AGO July 27, 1993

Officials have charged nine people with operating an illegal gaming house in Jacksonvil­le after police raided a bingo parlor Saturday night following a weeklong undercover investigat­ion. Jacksonvil­le police Capt. Kenneth Bouillon said charges were filed against Douglas Kirk, 30, of Searcy, owner and operator of Northstar Production­s of Searcy, and eight of his employees.

Little Rock’s downtown workers know about panhandler­s. They’re hit up for money when they get out of their cars in the morning, when they take smoke breaks, and during lunch outside their buildings. Now, Little Rock organizati­ons wanting to cut down on downtown panhandlin­g are adopting a campaign other cities have used to dissuade the public from giving to panhandler­s while educating them about the plight of the homeless. Denver and Baltimore are two of a dozen cities that have used old parking meters to collect coin donations for programs that help the homeless. Little Rock’s Downtown Partnershi­p and Southside Main Street officials plan to install 25 orange boxes downtown — the exact locations and date of installati­on have yet to be decided.
