What next? Christmas in July? That’s the question a lot of people are asking after a vote by the Little Rock Board of Directors to move Halloween observance from Sunday to Saturday. And the directors aren’t the only Arkansans tampering with the calendar. In many cities across the state, government officials have declared that Halloween will be observed Saturday. Lt. Gov. Bill Halter’s promotion of a proposed lottery amendment means he isn’t a spiritual person, a pastor of a Little Rock church said Monday. Surrounded by several pastors, lottery foe Robert Smith, pastor of the Word of Outreach Christian Center, said Halter isn’t a spiritual person “because he thinks life is a chance that you have to gamble in order to give people money to go to college. You don’t have to gamble to give people money to go to college,” Smith told reporters. “All you have to do is tell people to study. They’ll earn the scholarship to go to college.” Smith also said the University of Arkansas at Little Rock raised nearly $1 billion in contributions and has plenty of money to give for college scholarships. UALR spokesman Joan Duffy said UALR hasn’t raised $1 billion, but recently launched a $75 million fundraising campaign.
