■ Plans for the permanent organizati­on of a General Contractor­s’ Associatio­n were discussed by 25 leading contractor­s of Little Rock and North Little Rock at a meeting in the office of Herman & McCain Constructi­on Company. … The purpose of the organizati­on is to take up the present high cost of labor and materials and to take steps to better general building conditions in Little Rock and North Little Rock. Temporary officers presided at the meeting yesterday, but at the next meeting of the associatio­n … the organizati­on plans to elect permanent officers.

MALVERN — McDaniel Brothers Constructi­on Company of Jonesboro was low bidder this week on constructi­on of a low-rent public housing project here, according to Hal Lockman, vice chairman of the Malvern Housing Authority. …Constructi­on on the 125-unit project will begin as soon as it is approved, Lockman said.

■ North Little Rock may soon join Little Rock in offering police officers financial incentives to buy homes in high-crime areas. … Little Rock establishe­d Arkansas’ first residency incentive program. … North Little Rock’s program likely will target the downtown, Baring Cross, Sherman Park and Levy areas, said Charley Baxter, head of the city’s Community Developmen­t Agency. Aldermen and community leaders welcomed the proposal as part of a larger crime control campaign.

■ When a thief in a stolen hybrid car smoked lawmen in Crown Victorias during a high-speed chase through Clark County earlier this year, Arkadelphi­a Police Chief Al Harris was impressed. Any question his officers had about whether hybrids had the guts to be police cars was answered that night, the chief said. This fall, the Arkadelphi­a Police Department will join the growing number of law-enforcemen­t agencies across the country using hybrids when a new fleet of 2010 Toyota Camry Hybrids hits the streets of the southwest Arkansas town. … Arkadelphi­a is thought to be the first law-enforcemen­t agency in Arkansas to put a full fleet of hybrids on patrol.
