died Sunday, February 9, 2020 at Valley Ranch Nursing and Rehabilita­tion Center in Little Rock, Arkansas. She was born December 11, 1924 in Hamburg, Arkansas to David B. Holloway and Annette Pryor Holloway. Frances attended Arkansas College in Batesville, Arkansas (now Lyon College) graduating Magna Cum Laude in 1947 with a Bachelor of Arts degree in languages. She remained in Batesville after her marriage to the late Dr. Ernest Franklin Williams and maintained an active role at the College, as administra­tive assistant to the college librarian and subsequent­ly alumni director and continuing education director. She also served as a staff writer and page editor for the Batesville Daily Guard from 1980 to 1983.

She served as member and chairperso­n for the Planning Commission of the City of Batesville and was a member of Governor David Pryor’s Blue Ribbon Commission on Higher Education. She loved music and the arts, particular­ly with regard to programs at the College. She was also an avid reader and participat­ed in local book clubs and discussion groups.

She is survived by her two sons, Dr. Richard Franklin Williams and his wife Mary Ellen of Concord, North Carolina and Stephen Pryor Williams of Little Rock.

A memorial service will begin at 12 noon Monday, February 17, 2020 in the Ellebracht Chapel at Lyon College under the direction of Roller-Crouch Funeral Home of Batesville with Rev. Leslie Roper officiatin­g. Interment will be at a later date in Oaklawn Cemetery.

There will be a visitation from 11 a.m. until 12 noon on Monday in the Bevens Music Room at Lyon College just prior to service. Memorials can be made to Lyon College, Batesville, Arkansas or to the Old Independen­ce Regional Museum in Batesville.
