100 YEARS AGO Aug. 26, 1920

FORT SMITH — A temporary restrainin­g order was granted today by Federal Judge Frank A. Youmans here enjoining the state of Arkansas from putting into effect the law passed by the last legislatur­e providing cheaper rates on intrastate shipments of road building material. The law was to become effective upon the complete terminatio­n of government control of the railroads September 1. The railroads affected by the order are the Rock Island, the Missouri Pacific, St. Louis and San Francisco and the Kansas City Southern.

50 YEARS AGO Aug. 26, 1970

■ Former Gov. Orval E. Faubus had a commanding lead in the Democratic primary for governor Tuesday night but his margin still was low enough to put his opponent in the runoff on September 8 in a strong challengin­g position. Dale Bumpers, an unknown five months ago, appeared to have edged Attorney General Joe Purcell for the runoff position against Faubus. Purcell kept a small lead over Bumpers throughout the early returns but Bumpers moved ahead about 11 p.m. Bumpers’ strength was the surprise of the primary.

25 YEARS AGO Aug. 26, 1995

■ An angry Gov. Jim Guy Tucker called a rare Friday night news conference at the Governor’s Mansion to deny a televised report that he or one of his lawyers has contacted Whitewater independen­t counsel Kenneth Starr about working out a plea bargain. A federal grand jury at Little Rock filed a three-count felony indictment against Tucker on June 7. A separate 11-count felony indictment against the governor was issued by the grand jury Aug. 17.

■ Access to student test scores on a classroom level will allow the public to see which teachers are thriving or failing, and will help educators identify successful teaching techniques, U.S. Education Secretary Arne Duncan said Wednesday. “In many districts, 99 percent of teachers are rated satisfacto­ry, and most evaluation­s ignore the most important measure of a teacher’s success, which is how much their students have learned,” he said. Duncan called for school districts to publish informatio­n that demonstrat­es individual teachers’ success at raising students’ standardiz­ed test scores over a multiple-year period. He delivered his remarks to a crowd that included educationa­l administra­tors, teachers and state lawmakers at the Statehouse Convention Center. Duncan spoke as part of the Kumpuris Distinguis­hed Lecture Series, hosted by the University of Arkansas Clinton School of Public Service, the William J. Clinton Foundation and AT&T.
