Why not charge for Trail of Lights?

Re: Dec. 17 article, “Thousands welcome Trail of Lights’ return.”

I believe Austin missed a golden opportunity with the Trail of Lights this season. After a two-year absence of the trail, bringing it back this year would have been exactly the right time to begin charging a fee.
