MARIJUANA BATTLE LINES: The coauthor of the Maryland state law that permits the use of marijuana for medical purposes says the measure needs an overhaul, but the chief executive of a company awarded one of the state’s 15 licenses to grow marijuana says the law is the best in the country. The two took part Wednesday in a panel discussion that showed where battle lines on the issue are being drawn for the 2017 General Assembly session.
