Bryant Council to consider amending bond payments, hear about budget

During its meeting at 6:30 p.m. Tuesday at the Boswell Municipal Complex, the Bryant City Council will consider two ordinances to amend bond payments.

Finance Director Joy Black will present ordinances to amend the series 2011 and series 2012 water and sewer revenue bonds to revise the repayment schedule and lower the interest rate on each. Both bonds will go from a 1.95 percent to a .75 percent interest rate.

Black will present the draft proposal of the 2022 city budget for review. She plans to bring the final version to the council during the December meeting. The city held several public meetings seeking feedback on the budget.

Council will consider an ordinance to waive the competitiv­e bidding process for roof overlay for the public safety building, 312 Roya Lane.

Police Chief Carl Minden and Fire Chief J.P. Jordan had previously told the council the roof is a major need due to leaks. Both were concerned that if the leaking is not dealt with, it could cause major problems for the building.

“Time is of the essence as we get into the season of potentiall­y worsening weather conditions and it is not feasible or practical to advertise for bids at this time,” the ordinance reads.

Five proposals, ranging from $101,353 to $195,355, were received. The lowest proposal came from ACS Roof Maintenanc­e with a 15-year “No Dollar Limit -NDL” warranty.

Mayor Allen Scott plans to proclaim Nov. 26 Small Business Saturday.

“The government of Bryant, Arkansas celebrates our local small businesses and the contributi­ons they make to our local economy and community,” the proclamati­on reads. “Bryant Arkansas supports our local businesses that create jobs, boost our local economy and preserve our communitie­s.”

Saturday and throughout the year.

The council will also:

• consider the 2021 October year-to-date city financial report.

• consider an updated position descriptio­n for the city clerk and treasurer.

• consider an ordinance to approve revised ward boundaries to equalize ward population­s based on the most recent census.

• hear the parks master plan.

• consider five-year and one-year usage agreements.

• consider a request to donate nine disc golf baskets and sleeves to Bryant Schools.

• consider a proposal for a Shooting Range Industries Modular Live Fire Shooting Range.

All meetings are open to the public and attendance is encouraged. The meetings are available to view through the Bryant, Arkansas Youtube Channel.
