Kaine issued an executive order banning smoking in government buildings and government vehicles. Later he signed legislatio­n to ban smoking in restaurant­s and bars which made Virginia the first state to require this. He funded a strong Pre-K program in education. Kaine served two terms as governor of Virginia and came out of office in 2010. Virginia has a balanced budget requiremen­t and Governor Kaine stayed within the rules and left the state with the budget in balance.

President Obama appointed Tim Kaine as the chairman of the Democratic National Committee in 2010 when he finished his term as governor. He served for two years in this position and in 2012, he ran unopposed for the Democratic nomination for the United States Senate when Senator Jim Webb chose not to run for the Senate again. He defeated the Republican nominee George Allen by 6 percent of the vote in the General Election.

One organizati­on that rates senators on being liberal or conservati­ve gives Kaine a -37 rating. Their system gives extreme liberals -100 and extreme conservati­ves 100. Kaine states that his Catholic Christian faith guides him. He opposes abortion, but he is not willing to do anything to change Roe v. Wade. He has favored banning late term abortions but now agrees with Hillary Clinton that all abortions should be allowed.

Senator Kaine opposes capital punishment even though the state of Virginia executed eleven inmates while he was governor. He vetoed all of the bills the legislatur­e sent to him to expand capital punishment for other crimes while he was governor.

Senator Kaine supports legislatio­n to control climate change, which he says is evidenced on the shores of Virginia with higher sea levels. He was in favor of opening offshore drilling to the shores of Virginia but has changed his opinion to be in agreement with Obama and
