City man faces 10 years in prison on child porn charges

WOONSOCKET – A city man faces a statutory minimum of 10 years in prison after pleading guilty in federal court Tuesday to possession of child pornograph­y while he was already on probation for the same offense.

A registered sex offender, Victor C. Radbill, 33, admitted that he owned a digital media storage card containing more than 500 images and videos of child pornograph­y – a card that was discovered inside a clothes dryer at a laundromat in Manville in October 2016.

Federal prosecutor­s say the simdisk card came from Radbill’s cell phone and was discovered by an individual in the laundromat. The individual later viewed the contents of the SD card, discovered

images of child pornograph­y and saw “selfies” of a person he recognized as a regular customer of the business. The Lincoln Police Department later found out about the SD card from an employee of the laundromat.

An LPD detective viewed security videos from the business and confirmed that Radbill was in the laundromat on the same afternoon the SD card was discovered. The case was then referred to the Rhode Island State Police Internet Crimes Against Children (ICAC) task force.

After obtaining a warrant to search the contents of the SD card, ICAC detectives found more than 500 images and three videos of child pornograph­y, as well as Radbill’s selfies.

“The investigat­ion by the ICAC task force determined that the images were possessed by Radbill at the same time he was serving a sen- tence of five years probation on a state conviction of possession of child pornograph­y,” Acting U.S. Attorney Stephen Dambruch said in a statement. “A forensic examinatio­n of the contents of the SD card revealed the selfies of Radbill were taken on the same model cell phone Radbill admitted to owning.”

Radbill has been detained in federal custody since Dec. 28, 2016, shortly after his indictment on the new charges.

Radbill was convicted in Providence County Superior Court in July 2015 on a state charge of possession of child pornograph­y and given a fiveyear suspended sentence, with probation.

Because of his criminal history, Radbill faces a statutory sentence of 10 to 20 years in federal prison, according to Jim Martin, spokesman for the U.S. Attorney’s Office. Radbill is due to appear for sentencing before U.S. District Court Judge John J. McConnell, Jr. on Nov. 28.

Radbill also faces up to lifetime supervisio­n by federal probation authoritie­s, $250,000 in fines and – unless the court finds the defendant indigent – a mandatory special assessment of $5,000.

Radbill’s guilty plea was announced jointly Tuesday by Dambruch, Lincoln Police Chief Brian W. Sullivan and Colonel Ann C. Assumpico, superinten­dent of the state police.
