Sex offender sentenced for child pornography
WOONSOCKET – A registered sex offender previously convicted of being in possession of child pornography was sentenced on Thursday to 10 years in federal prison for once again being in possession of child pornography, the U.S. Attorney's Office announced.
Victor C. Radbill, 32, of Woonsocket, pleaded guilty on Sept. 12 to a federal charge of possession of child pornography. Radbill possessed the illicit materials while he was on state probation for possessing child pornography, the U.S. Attorney's Office said. Radbill admitted to the court that he was the owner of a cell phone SD card containing child pornography found inside a dryer at a laundromat in October 2016.
According to information presented to the court, a cell phone SD card was found inside a dryer at a Lincoln laundromat on Oct. 22, 2016. An individual at the laundromat viewed the contents of the card and discovered images of child pornography and “selfies” of a person he recognized as a customer, the U.S. Attorney's Office said.
A Lincoln Police detective identified Radbill on a surveillance photograph taken inside the laundromat on the afternoon the card was discovered. A court-authorized search of the SD card by detectives assigned to the Rhode Island State Police Internet Crimes Against Children Task Force revealed more than 500 images and three videos of child pornography.
The review also revealed “selfies” of Radbill, the U.S. Attorney's Office said. A forensic examination revealed that the “selfies” of Radbill were taken on the same model cell phone Radbill admitted to owning.
Investigators determined that the images of child pornography were possessed by Radbill at the same time he was serving a state sentence of five years suspended with probation, having previously been convicted of possession of child pornography.
At sentencing, U.S. District Court Judge John J. McConnell Jr. additionally ordered Radbill to serve five years supervised release upon completion of his 10-year federal prison sentence.
Pawtucket man is charged
PAWTUCKET – A local man on Wednesday was arraigned on charges that he possessed child pornography and was released on personal recognizance, Pawtucket Police said.
The Rhode Island State Police Internet Crimes Against Children Unit – along with members of the Pawtucket Police Department – on Wednesday morning executed a court-ordered search warrant at 475 School St., Apt. 313. The apartment's resident, 49-year-old Francis Lamarre, was taken into custody as a result of the warrant.
Lamarre was charged with possession of child pornography and transfer of child pornography, police said. He was arraigned in Sixth District Court on Wednesday and released on $5,000 personal recognizance.
