Chattanooga police have identified a man who was shot and killed Labor Day.

Norman Sullivan, 52, was found with a gunshot wound at an apartment building in the 2100 block of Vance Avenue just before 4 p.m., a news release states. He died before police arrived.

Police established a crime scene and collected physical evidence.

Gavin Suggs, who lives along Vance Avenue, said the street was calm Monday afternoon and then all of a sudden he saw about 10 police vehicles gathered in front of the red brick building that houses several apartments. Two crime scene vehicles arrived soon after, he said.

Suggs, who has lived in the area with his family for about four months, said it was a bit startling to see that kind of activity so close to home, but he didn’t feel like his safety was threatened.

On Tuesday, scraps of crime scene tape were still draped along a corner of the fence in front of the apartments.

Sullivan’s death marks the city’s 14th homicide of 2018. At this time last year, there were 30 homicides. Last year saw a total of 34.

Police have not released any suspect information in Monday’s shooting.

Anyone with information about the incident is asked to call the homicide tip line at 423-6435100. Callers can remain anonymous.
