A 7-day rolling average, or the total confirmed cases divided by the total tests done. To be in Phase 4, it must be at or below 20%.

The change in the positivity rate during the last 14 days of this reporting period. To be in Phase 4, it can’t increase more than 10% during that time.

The percent change in hospital admissions since May 1. To be in Phase 4, it must be stable or decreasing during the last 28 days.

Medical surge availability
The percentage of beds available, should a surge in admissions occur. To be in Phase 4, it must have at least 14% of beds free.
