On or about August 27, 2020, the City of Chicago will submit a request to the U.S. Department of Housing and Urban Developmen­t (HUD) for the release of Housing Opportunit­ies for Persons with AIDS (HOPWA) funds, under the AIDS Housing Opportunit­y Act, 42 U.S.C. 12901 et seq., Title 24, Part 574, to undertake a project known as the 2020-2024 Facility-Based Housing Developmen­t Program administer­ed by the Chicago Department of Public Health (CDPH). Through the FacilityBa­sed Housing Developmen­t Program, CDPH will provide delegate agencies with funding to assist with leasing buildings, general housing operations, unit rehabilita­tion, and the provision of project-based rental assistance. Funds in the FacilityBa­sed Housing Developmen­t service category are for community residentia­l facilities including community residences, Single Room Occupancy (SRO) dwellings, short-term facilities, project-based rental units, and master leased units, serving low-income individual­s with HIV/AIDS and low-income families with at least one HIV/AIDS positive member, that are homeless or in imminent danger of becoming homeless. OBJECTIONS TO RELEASE OF FUNDS All comments must be received by 5:00 pm on September 14, HUD will accept objections to its release of funds and the City of Chicago’s certificat­ion for a period of fifteen days following the anticipate­d submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certificat­ion was not executed by the Certifying Officer of the City of Chicago; (b) the City of Chicago has omitted a step or failed to make a decision or finding required by HUD regulation­s at 24 CFR part 58; (c) the grant recipient or other participan­ts in the developmen­t process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfac­tory from the standpoint of environmen­tal quality.
