President highlights importance of rule of law
Maintaining the dignity of the Constitution and implementing it faithfully is a must, says Xi
President Xi Jinping has called for staying on the path of socialist rule of law with Chinese characteristics and upholding the Constitution as the fundamental guide for all activities.
Xi, who is also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission, said governing the country by the Constitution means firmly following the leadership of the CPC and upholding the State system and political system stipulated in the Constitution.
To promote the modernization of China’s governance system and capacity along the path of the rule of law, it is necessary to require that every entity, including government agencies, Party organs, social organizations and enterprises, shoulder the responsibility of maintaining the dignity of the Constitution and ensuring its implementation, he stressed.
Xi made the remarks while addressing the central conference on work related to overall law-based governance, which took place in Beijing on Nov 16 and 17.
The two-day meeting agreed that Xi Jinping Thought on Rule of Law, a key part of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, includes profound content and resolves a series of major issues, such as why China should comprehensively advance the rule of law in the new era and how to move it forward.
The meeting also considered Xi Jinping Thought on Rule of Law a theoretical innovation in complying with the requirements of the times to realize the great rejuvenation of the Chinese nation and a new development in adapting Marxist theory on the rule of law to China’s conditions.
The Party has always valued lawbased governance and has made the overall rule of law a priority since the 18th CPC National Congress in 2012.
Xi said more importance should be attached to the rule of law amid a complicated environment at home and abroad as well as bigger tasks in promoting reform and opening-up.
Advancing overall law-based governance will help protect people’s rights, meet their demands and enhance their sense of fulfillment, happiness and security, he said.
In the advancement process, “we should not only inherit Chinese traditional law cultures but also use beneficial achievements of foreign law as a reference, so as to lay a solid legal foundation for building a modern socialist country and realize the great rejuvenation of the Chinese nation,” Xi said.
The president said the buildup of the country’s legal system should be accelerated, noting that legislation needs to be promoted in some major sectors, including in national security, science and technology innovation and foreign-related affairs.
He emphasized law-based government construction, adding that this can mean limiting administrative power, regulating administrative procedures and transforming government functions to ensure law enforcement in a civilized manner.
Additionally, justice, as the life and spirit of the judiciary, must be upheld by accepting more judicial responsibility and supporting reforms and strengthening supervision so that everyone feels justice is done in every case, he added.
