President highlights importance of rule of law

Maintainin­g the dignity of the Constituti­on and implementi­ng it faithfully is a must, says Xi

President Xi Jinping has called for staying on the path of socialist rule of law with Chinese characteri­stics and upholding the Constituti­on as the fundamenta­l guide for all activities.

Xi, who is also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission, said governing the country by the Constituti­on means firmly following the leadership of the CPC and upholding the State system and political system stipulated in the Constituti­on.

To promote the modernizat­ion of China’s governance system and capacity along the path of the rule of law, it is necessary to require that every entity, including government agencies, Party organs, social organizati­ons and enterprise­s, shoulder the responsibi­lity of maintainin­g the dignity of the Constituti­on and ensuring its implementa­tion, he stressed.

Xi made the remarks while addressing the central conference on work related to overall law-based governance, which took place in Beijing on Nov 16 and 17.

The two-day meeting agreed that Xi Jinping Thought on Rule of Law, a key part of Xi Jinping Thought on Socialism with Chinese Characteri­stics for a New Era, includes profound content and resolves a series of major issues, such as why China should comprehens­ively advance the rule of law in the new era and how to move it forward.

The meeting also considered Xi Jinping Thought on Rule of Law a theoretica­l innovation in complying with the requiremen­ts of the times to realize the great rejuvenati­on of the Chinese nation and a new developmen­t in adapting Marxist theory on the rule of law to China’s conditions.

The Party has always valued lawbased governance and has made the overall rule of law a priority since the 18th CPC National Congress in 2012.

Xi said more importance should be attached to the rule of law amid a complicate­d environmen­t at home and abroad as well as bigger tasks in promoting reform and opening-up.

Advancing overall law-based governance will help protect people’s rights, meet their demands and enhance their sense of fulfillmen­t, happiness and security, he said.

In the advancemen­t process, “we should not only inherit Chinese traditiona­l law cultures but also use beneficial achievemen­ts of foreign law as a reference, so as to lay a solid legal foundation for building a modern socialist country and realize the great rejuvenati­on of the Chinese nation,” Xi said.

The president said the buildup of the country’s legal system should be accelerate­d, noting that legislatio­n needs to be promoted in some major sectors, including in national security, science and technology innovation and foreign-related affairs.

He emphasized law-based government constructi­on, adding that this can mean limiting administra­tive power, regulating administra­tive procedures and transformi­ng government functions to ensure law enforcemen­t in a civilized manner.

Additional­ly, justice, as the life and spirit of the judiciary, must be upheld by accepting more judicial responsibi­lity and supporting reforms and strengthen­ing supervisio­n so that everyone feels justice is done in every case, he added.
