The executive meeting of the State Council, China’s Cabinet, has deployed special projects on national scientific and technologi­cal innovation, and internet plus logistics for the 13th Five-Year Plan (2016-20) period, as well as a regulation on the national functionar­y oath of office. The scientific and technologi­cal innovation project aims to promote innovation to support the country’s upgrades and developmen­t. The internetpl­us logistics project aims to reduce corporate costs and make people’s life more convenient. The regulation requiring national functionar­ies appointed by the State Council and its ministries and department­s to take the oath of office aims to remind them that they are empowered by the Constituti­on and should keep their obligation­s and responsibi­lities in mind. propelling forward reform of the intellectu­al property management system and mechanism, implementi­ng strict protection of intellectu­al property, promoting the creation and applicatio­n of intellectu­al property rights, improving internatio­nal cooperatio­n on intellectu­al property and strengthen­ing policy support. It also stipulates the lead department­s and participan­ts for each task. TheMinistr­y of Civil Affairs and theMinistr­y of Finance have jointly issued a circular on the central government’s policy supporting the pilot reform of home- and community-based old-age care services. The pilot will affect some prefecture-level cities, and focus on the constructi­on of comprehens­ive old-age care facilities, which will be subsidized by the central government.
