Promotion candidates to be monitored

Party officials’ everyday performanc­es and reputation­s among the public will be considered to prevent unqualifie­d, corrupt officials from being promoted, according to a new directive released on Monday.

Personnel department­s have been told to closely monitor candidates’ daily behavior and pay attention to how they perform under pressure.

Promotion candidates’ personalit­y and moral character will also be considered, according to a directive issued by the General Office of the Communist Party of China Central Committee.

A supervisio­n database on the candidates’ conduct should also cover their profession­alism along with any comments and reports gathered from the internet, according to the directive.

The move is aimed at ensuring that Party committees at all levels only promote “loyal and clean officials”, or those who have made remarkable progress in reform and developmen­t. Officials who are found to have broken Party rules or laws will not be eligible for promotion.

When misconduct is discovered, personnel department­s must interview the candidates to decide if they are fit for promotion, especially those who are being considered to head local Party committees.

Every post must have a detailed job descriptio­n before the promotion process starts, according to the directive.
