New measures will ensure cohesive force and power for the future

Before the 18th National Congress of the CPC, there were three problems inParty governance: We tended to say more, but do less; to be strict on the grassroots but loose on leaders; to be severe in criticism but relaxed in mechanism. Since 2012, such problems have been alleviated to a large extent. But we still need to deepen the allaround reform, particularly in the political sector, to achieve the goal of governing the Party by rules.

Now we’ve said goodbye to closed-door Party governance, and are gradually making Party governance morepublic. Forexample, we’ve seen the documentary Corruption Fight is Always Underway, a series produced by the Central Commission for Discipline Inspection and China Central Television.
We can also learn how the commission works through the plentiful information it publishes on its website. Meanwhile, details have also been released of the prosecutions and trials of a number of highranking corrupt officials. All these give the public a window into the changes and the process of how the Party is advancing strict governance. The “all-out” means all Party organizations shouldbeincluded, without any exception. The difficulty might lie in the grassroots groups, such as those in villages and townships.
The “all-out” also means strict governance shall be applied in all aspects of the Party, such as ideology development, structural construction, members’ work style and lifestyle. It is a milestone for the Party to issue two internal discipline regulations, especially the norms for intra-Party political life, at the sixth plenary meeting. It means the Party’s governance has become stricter and more institutionalized. The CPC, with more than 88 million members, has to rule itself strictly to ensure its cohesive force and power.
Under today’s market economy, applying a strict code of conduct for intra-Party political behavior prevents Party members from being driven by money. Chinese courts and prosecuting authorities have made great effort in dealing with corruption cases, and a large number of officials accused of graft have been through legal procedures. It is a huge deterrent against corruption, and shows the central leadership’s strong determination to fight graft.
2016 is the year that many “tigers”, or high-level officials, face prosecution, trials and penalties. Many corrupt officials were publicly sentenced and punished for taking bribes or embezzling money before the Sixth Plenary Session, which shows the country’s anti-graft determination. Party regulations and discipline are instruments for self-management, and they’ll become more comprehensive and stricter in the future.
Not only individuals who violate discipline shall face punishment, but Party organizations and disciplinary authorities in charge of supervising them shall also bear responsibility.
Some people thought in the past that if they did not violate discipline themselves, they would not be blamed. But if they are a leader of aParty organization, and a member in that organization commits a serious breach of discipline, they will also be punished for ignorance and failure in supervision.
