Fast, inclusive services win acclaim from stakeholders
Shenyang of Liaoning province is dedicated to providing fast and efficient services to improve the business environment for local companies.
Dadong district in Shenyang has put in place a series of measures aimed at bettering its services in order to improve the business environment.
To provide businesses with better qualified services, government representatives have visited local companies to learn about their difficulties in business operation such as financing, applications for administrative services and infrastructure construction.
The district’s human resource and social security bureau and its administrative committee of the business service center have cooperated with relevant departments to provide guidance to companies about their business operations including employment.
Improving the business environment reduces some of the challenges faced by companies giving them greater opportunity to grow, creating job opportunities, driving consumption and promoting economic growth, local officials said.
For new businesses, the district has set up a specific zone that offers them administrative services including business advice and how to deal with relevant applications.
The zone can handle matters within three days, including applications for business licenses, seals and invoices, according to the district.
It has also established management systems for its administrative service and created green channels for businesses with special requirements.
Since the establishment of the zone for administrative services, it has received praise from enterprises and is being replicated and promoted in other cities and regions in Liaoning, local officials said.
By promoting digitalized registrations, the zone has been upgraded.
It now allows businesses to conduct applications online and offline.
For example, the district’s taxation department has launched a service window in WeChat. This allows businesses to deal with nine registrations including taxation as well as social and medical insurances, according to the district.
These innovative measures have greatly helped enterprises solve difficulties in applying for relevant business matters, an official of Dadong district said.
Official data show that the time taken by enterprises to secure business registrations in the district has been shortened to within an hour, from application to completion.
The district has also deepened the reform of the approved institution of engineering projects.
Through such reforms, the district helped the Dadong plant of BMW Brilliance Automotive complete its application for an upgrade project within six hours.
With such an experience, the district has rolled out a guideline on implementing the administrative service for the social capital to invest in industrial land projects.
The district has promoted better coordination among its industry, commerce and taxation departments to help businesses.
The local authorities have also rolled out the first batch of onestop services for businesses involved in hospitality to provide more targeted and tailor-made services, local officials said.
