Trumbull senior housing complex gets zoning approval

TRUMBULL — A senior housing complex first unveiled in 2018 has won approval from the town’s Planning & Zoning Commission.

The facility, named River’s Edge, will occupy the former United Healthcare office building at 48 Monroe Tpke. The project was delayed by legal challenges from the owners of the adjacent Home Depot property , and three residents of the nearby Woodland Hills condominiu­ms.

“This project is a win, win, win, for Trumbull,” First Selectwoma­n Vicki Tesoro said the day after the Sept. 22 vote. “It will utilize a vacant and under-performing property in town. It will provide additional housing options to help keep residents in town. It will provide new jobs and new tax revenue to Trumbull.”

Tesoro said that the facility, once built, would create additional revenue since local businesses, including restaurant­s, medical offices and other retail establishm­ents will have a built-in customer base. The facility, consisting of 340 units of independen­t and assisted living and memory care on 17.5 acres, is expected to generate over $2 million in tax revenue.

John Knuff, the attorney representi­ng the project, said constructi­on of the facility would happen in stages. The assisted living facility is expected to be built first, followed by the active adult section.

The commission unanimousl­y approved the project, despite some questions from Tony D’Aquila over the potential compliance of a walkway at the intersecti­on of Old Mine Road with the Americans with Disabiliti­es Act.

Mark Lancor, an engineer, responded that the section was only meant for active adults, but said all internal sidewalks within the complex would comply with the ADA.

Constructi­on is scheduled to begin next year, although Economic and Community Developmen­t Director Rina Bakalar said an appeal of the approval was “likely” and could delay the project into 2023.
