Shelton developer eyes 94 apartments

SHELTON — Todd Road — where a retail building was approved last year — could soon be home to an apartment developmen­t too.

J&L Enterprise, LLC, has filed a request with the Planning and Zoning Commission for a Planned Developmen­t District on lots listed as 60-74 Todd Road — some 2.5 acres with three parcels altogether. The plans call for a structure with 94 apartments and 150 parking spaces.

The parcel at 74 Todd Road used to contain two structures and was previously used as a veterinary office. Most recently the site housed Paws and Claws pet resort. The buildings have since been razed.

The two structures at 74 Todd Road were located directly adjacent to Todd Road and are served by three driveways. The back section of the parcel is undisturbe­d.

The lot listed as 64 Todd Road is currently a vacant lot and previously contained a single-family

house. The lot at 60 Todd Road contains a two-story commercial building which used to house Wonder Years Learning Center.

According to the plans, the commercial structure will remain, and the applicatio­n seeks approval for placing a day care facility in that location.

A single structure is proposed on the southern portion of the site with 94 apartments, supported by a basement level parking area and surface parking south and west of the structure. There will be 12 studios, 64 one bedrooms, 12 one bedrooms with a den, and four two-bedroom apartments.

There are 31 existing parking spaces, and the developer proposes adding 114 more spaces, 52 of which will be in the basement level parking area.

The Planning and Zoning Commission, in April 2021, approved a Planned Design District at 6 Todd Road. Approval of the PDD is the first step for owner Manuel Moutinho's planned constructi­on of a 10,170-squarefoot building on what is now a vacant 1.22-acre piece of property. The proposed single building retail developmen­t would house four separate businesses.
