3 arrested in Winters after theft attempt
The Winters Police Department announced the arrest of three people after observing them attempting to steal a catalytic converter.
The arrests were made Saturday morning after a police officer noticed a silver sedan double-parked on Baker Street with two people inside.
“As he approached the vehicle, he heard power tools and saw two additional people roll out from underneath a vehicle and jump into the sedan,” a Facebook post from the Winters Police Department stated. “The driver of the vehicle quickly fled the scene.”
The post noted that the vehicle drove through several stop signs and reached speeds between 45 and 50 miles per hour on Railroad Avenue as it drove toward Solano County. Eventually, the vehicle stopped at the 4000 block of Putah Creek Road.
Two officers arrived at the scene to assist the original officer. The officers located tools, a pipe and methamphetamine inside the vehicle. Witnesses also led the officers to the site of a catalytic converter that had been thrown from the subject’s vehicle as they attempted to flee, according to the department.
The driver of the vehicle was identified as Adrian Lujan, a 46-year-old resident of Vallejo. The driver was arrested and booked into the Yolo County Jail and charged with reckless evading, possession of stolen property, grand theft, possession of burglary tools, possession of drug paraphernalia and being under the influence of a controlled substance.
The passengers in the vehicle were identified as David Coyt, a 26-year-old Richmond resident; Carlos Manzano a 37-year old Vallejo resident; and Elsy Zapien a 29-year-old Concord resident.
Coyt and Manzano were arrested and booked into the Yolo County Jail for various charges including possession of burglary tools, grand theft, possession of stolen property, possession of a switchblade knife and possession of methamphetamine. Zapien was issued a citation for possession of drug paraphernalia.
