Total assessed value of property in city increases by 2.3%

KINGSTON, N.Y. >> The total assessed value of properties in the city has risen by 2.3 percent.

City Assessor Daniel Baker said the recently completed 2017 tax roll for Kingston shows a total assessed value of $1,874,326,321. The 2016 total was $1,832,158,706.

Mayor Steve Noble’s office noted the city’s total assessment declined or remained stagnant in

seven of the last eight years.

“Over the past two valuation periods [July 2014 to June 2015, and July 2015 to June 2016], the city of Kingston real estate market has stabilized and started to show real positive growth in many areas when analyzing sales compared to their assessment­s,” the mayor’s office said in a press release.

The release noted Uptown Kingston, the Roosevelt Park area, the Hutton Park neighborho­od and new subdivisio­ns and condominiu­ms as drivers of the increased total assessment.

The total assessed value of residentia­l properties in Kingston rose from $983,736,850 in 2016 to $1,002,249,850 in 2017, the assessor’s office said, while the total assessment of commercial properties rose from $848,421,856 to $872,076,471.

People who own property in the city are being notified by mail of changed assessment­s. To file an assessment complaint for 2017, a property owner must complete the state Department of Taxation and Finance’s Form RP-524, then file that form and supporting documentat­ion by the city’s Grievance Day, May 23.

The form can be dropped off at the city assessor’s office in City Hall, 420 Broadway, prior to May 23 or delivered to the Board of Assessment Review on May 23, from 3 to 5 p.m. or from 7 to 9 p.m., in the Common Council chamber at City Hall.

The Board of Assessment Review can only consider property assessment complaints that are written on the RP-524 form.
