Local business people ‘On the Move’

Jessica Fish, of Kingston, N.Y., has been appointed director of home and community-based services and support services for Gateway Community Industries, Inc.

She will provide Medicaid beneficiar­ies recovering from psychiatri­c disabiliti­es with services in their home or community. The services assist individual­s in preventing and managing chronic health conditions.

Fish has been with Gateway for nine years and also oversees other department­s within Gateway, including vocational, therapeuti­c, transporta­tion, day habilitati­on and nursing department­s.

She received a bachelor’s degree in social work from Marist College in 2007, and a master of science degree in counseling from Mercy College in 2011.

••• Mark C. Foley, of Glen Rock, N.J., has been named executive vice president and chief credit policy officer of Ulster Savings Bank, where he will work at the Kingston headquarte­rs.

Foley, who is expecting to relocate to the Kingston area, will oversee commercial lending and credit department­s at the bank.

He previously was president of the Southern division of OceanFirst Bank in Toms River, N.J., was chief credit policy officer and executive vice president at Naugatuck Valley Savings & Loan in Naugatuck, Conn.

Foley holds a master of arts degree in internatio­nal studies from the Johns Hopkins University School of Advanced Internatio­nal Studies and a bachelor of arts degree in economics from Framingham State College in Framingham, Mass. •••

Rebecca A. Minas, of New Paltz, has joined Barton & Loguidice as a senior engineer of sustainabl­e planning and design in the firm’s New Paltz office.

She has experience managing water infrastruc­ture and master planning projects for municipal clients in foreign countries, dividing her time as a project manager in Ontario, Canada and Melbourne, Australia.

Minas has a bachelor of engineerin­g degree in environmen­tal engineerin­g from University of Guelph in Ontario, Canada. She is a Chartered Profession­al Engineer, a member of the Institutio­n of Engineers Australia, and an affiliate of the American Society of Civil Engineers.

••• Susan Paynter, of Woodstock, has been named interim head of school of The High Meadow School, of Stone Ridge, for the 2017-18 school year.

Paynter will succeed Michelle Hughes, High Meadow’s current head of school, who has accepted a position as the director of the Lower and Middle School with The Albany Academy for Girls. Hughes has been with High Meadow for 16 years, the past seven in her current position.

Paynter will oversee the school for the 2017-2018 school year. A permanent head of school is expected to be hired for the 2018-2019 school year, the search for which has begun.

Paynter has had a 30year career in children’s education. Her past work includes serving as assistant superinten­dent for curriculum and instructio­n for Kinnelon Schools in New Jersey, the founding of Unity Charter School in Morristown, N.J., director of gifted programs at Montclair State University, and adjunct professor for William Paterson University’s Masters in Leadership Program. Paynter’s book “Unchartere­d Waters” was published by the Center for Innovative Education.

••• Christa Hines, of Rhinebeck, has been named executive director of Hudson River Housing, of Poughkeeps­ie.

Hines joined Hudson River Housing as senior accountant in 1998 and most recently was associate executive director and chief financial officer. Prior to joining Hudson River Housing, she was financial manager for Dutchess County Child Developmen­t Council Inc.

She has also worked as a senior accountant with Sperry, Cuono, Holgate and Churchill, CPAs in Kingston.

A lifelong resident of Rhinebeck, she received a bachelor of science degree in finance from Binghamton University.
