City of Kingston

• DWI: Lorenzo V. Silva, 39, of Kingston, was arrested by state police at Ulster at 11:01 p.m. Tuesday at Franklin Street and Clinton Avenue and was charged with drunken driving and driving with a blood-alcohol level exceeding 0.08 percent, both misdemeano­rs, and with failing to stop before entering a road and driving without a license, both infraction­s. Silva was released with a ticket for Kingston City Court.

Bethlehem

• Drugs: Lacie M. Sapcoe, 34, of Catskill, was arrested by state police at Albany on the New York State Thruway at 11:12 a.m. Tuesday and was charged with criminal possession of a controlled substance, a misdemeano­r; having a controlled substance in a non-original container, a violation; and speeding, an infraction. Sapcoe was released with a ticket for Bethlehem Town Court.

Lloyd

• Drugs: Robert D. Burnett, 32, of Newburgh, was arrested by state police at Highland on U.S. Route 9W at 12:40 a.m. Wednesday and was charged with two felony counts of criminal possession of a controlled substance (cocaine and Oxycontin pills); use of drug parapherna­lia (scales), a misdemeano­r; and with possession of marijuana, a violation. Burnett was sent to the Ulster County Jail in lieu of $10,000 bail pending a court appearance.

Rhinebeck

• Possession of a forged instrument: An 18-yearold Pleasant Valley male was arrested by state police at Rhinebeck at the barracks in Rhinebeck at 7 p.m. Tuesday and was charged with possession of a forged instrument, a felony, and petit larceny, a misdemeano­r. The youth, who was not identified by state police because of his age, was sent to the Dutchess County Jail. Further informatio­n was unavailabl­e.

Rosendale

• Forcible touching: Willie Patterson, 45, of Rosendale, was arrested by state police at Ulster at 8:06 p.m. Tuesday in Rosendale and was charged with forcible touching and unlawfully dealing with a child (alcohol), both misdemeano­rs. Patterson was released from the Ulster County Jail at 12:30 a.m. Wednesday after posting $700 bail pending a court appearance.

• DWAI-drugs: Elizabeth Delahay, 49, of Fishkill, was arrested by state police at Ulster at 4:30 p.m. Tuesday on the New York State Thruway and was charged with driving while ability impaired by drugs, a misdemeano­r; and moving from lane unsafely, an infraction. Delahay was released with a ticket for Rosendale Town Court.

Saugerties

• DWI: John F. Martonik, 37, of Kingston, was arrested by state police at Ulster at 2:50 a.m. Wednesday at state Route 212 and Glasco Turnpike in the town and was charged with drunken driving and driving with a blood-alcohol level exceeding 0.08 percent, both misdemeano­rs, and with failure to keep right and moving from lane unsafely, both infraction­s. Martonik was released with ticket for Saugerties Town Court.

Town of Ulster

• Forcible touching: David J. Teague, 38, of Stone Ridge, was arrested by town of Ulster police at 6:30 p.m. Tuesday and was charged with two counts of forcible touching, a misdemeano­r. Teague’s arrest followed a complaint from a female victim alleging she had been the victim of sexual abuse on two separate occasions since April 8. Teague turned himself in, police said. He was released with an appearance ticket for Ulster Town Court and an order of protection was issued on behalf of the accuser.

• Forgery/grand larceny: Henry W. Concepcion­Ramos, 42, of the Bronx, was arrested by town of Ulster police at 2:07 p.m. Tuesday and charged with two felony counts of forgery and one felony count of grand larceny. Concepcion­Ramos’ arrest followed a complaint from the Lowe’s store, 901 Frank Sottile Blvd., regarding the fraudulent use of a stolen credit card to make about $1,100 in online purchases. Police said Concepcion­Ramos is believed to have made similar fraudulent purchases at stores all along the East Coast and had been arrested by the Orange County Sheriff’s Office on a similar charge. He was arraigned in Ulster Town Court and returned to the Orange County Jail in lieu of $50,000 bail.
