Kingston hotel developer proposes inn and housing

Charles Blaichman wants to convert the former Daytop Village property off Ackert Hook Road.

Charles Blaichman, who is developing a boutique hotel in Uptown Kingston and has plans for another one nearby, wants to turn the former Daytop Village property off Ackert Hook Road in Rhinebeck into an inn and residentia­l complex.

The plan, which calls for 12 guest rooms and 28 residentia­l units, is to be reviewed by the town of Rhinebeck Planning Board when it meets at 6:30 p.m. June 5 in the Town Hall, 80 E. Market St.

Blaichman’s proposal calls for the inn to be on a 20-acre parcel and for the residentia­l units to be in a seven building on a 116-acre parcel.

“The country inn [would] use the old manor house,” said Planning Board Chairman Michael Trimble. “They also want to use the on-site chapel as a spa, and the gatehouse would remain a gatehouse. Then, there would be other facilities related to the country inn, [such as] gardens, trails and things of that sort.”

The inn also would have dining facilities for guests, Trimble said.

Trimble said the Planning Board will help the developer “put together an applicatio­n of what’s allowed and what might need variances.”

The seven residentia­l buildings, each with four units, would be newly built, and an existing carriage house would be converted to a recreation center operated by a homeowners’ associatio­n.

Daytop Village, a drug and alcohol treatment center, opened in Rhinebeck in 1989 and closed in 2009.

In Uptown Kingston, Blaichman is creating a nine-room boutique hotel in a former bank and retial building at 301 Wall St. and has submitted plans for a similar operation at 41 Pearl St., just a few blocks away.
