Supervisor tries to ease power station fears

Town Supervisor James Quigley is seeking to quell fears that a proposed 20-megawatt electric-generating station will be disruptive force to the area off Frank Sottile Boulevard.

Quigley said the project’s developer is being asked to keep the facility silent and out of sight.

“One of the conditions the Planning Board is going to consider placing on the project ... [is] keeping the nondisturb­ed portion of the 120-acre parcel forever green,” Quigley said at a recent meeting of the Town Board. “No developmen­t, no future ‘gotchas’ by deed restrictio­n, just like we did with Ulster Gardens [housing].”

Quigley said the restrictio­n would cover the area from Frank Sottile Boulevard to state Route 199 and would include property between Hudson Valley Mall and a natural gas easement near state Route 32.

Minnesota-based Lincoln Park DG LLC has proposed using about 3 acres of the 122-acre project site, which consists of three parcels that are owned by Kingston Landing LLC and extends from Miron Lane to state Route 32.

Quigley said the developer also would also be asked to contribute toward expansion of water lines.

“There is ... an opportunit­y to potentiall­y expand a water line over to Old Flatbush Road,” he said.

The developer says the project would be used for periods of peak electricit­y demand and when there are power outages in parts of the regional grid. The proposal calls for two 10-megawatt generators that would use lithium ion batteries and natural gas as energy sources.

The west side of the site abuts about 15 residentia­l properties on Ledge Road and Risely Street, but the developer does not expect there will be any noise impact from the generators, which would be enclosed and about 700 feet from the nearest neighbor.

“There have been some concerns voiced ... about lighting, noise, changes to the landscape, changes to the vista and so forth,” former town Councilman John Iannotti said.

Quigley said the developer will be required to conduct a full environmen­tal review to address concerns.
