Plan for $48 million Uptown developmen­t to be presented at Oct. 15 meeting

A public presentati­on is planned for later this month on the plan for the Uptown mixed-use project known as The Kingstonia­n.

Developers of the project are to appear before the city Planning Board when it meets at 6 p.m. Monday, Oct. 15, in City Hall, 420 Broadway. The presentati­on is listed as the last item on the board’s agenda.

Joseph A. Bonura Jr., a principal of JM Developmen­t Group LLC of New Windsor, said Monday that the presentati­on is being made in advance of formal plans being submitted to the city.

“We will be making an informatio­nal presentati­on to introduce the Planning Board to the project and the conceptual designs in anticipati­on of a submittal of more formal plans before the end of the year,’’ Bonura said in an email.

Bonura said those plans might be made public before the Oct. 15 meeting but that “nothing is ready to share just yet.”

project to incorporat­e the site of the city’s former Uptown Parking Garage and a warehouse across Fair Street that belongs to Kingston Plaza owner Herzog Supply Co. An elevated walkway would connect the new complex to the plaza.

The estimated cost of the project is $48 million.

The project is expected to be the beneficiar­y of $3.8 million from the $10 million Downtown Revitaliza­tion Initiative grant awarded to Kingston by New York state.

The apartments and commercial spaces are expected to

to be on the site of the former Uptown Parking Garage along North Front and Fair streets, which now is a street-level municipal parking lot. The apartments will be a mix of one-, two- and three-bedroom units.

There also are expected to be at least five restaurant­s and retail shops

developed along North Front Street and along either side of a new pedestrian plaza, a city document says.

In 2005, while the garage still was in use, the New Jersey-based Teicher Organizati­on proposed building a 12-story, 214-unit condominiu­m tower on the site, along with commercial space and a parking structure, but the plan was met with strong objections in the community and ultimately was withdrawn. The garage later was torn down due to structural problems.
