Democrat Jonathan Jacobson captured the vacant state Assembly seat in the 104th District on Tuesday, defeating Republican rival Scott Manley.

Jacobson bested Manley, 20,293 to 13,578, in their race to succeed Democrat Frank Skartados, who died in office last April. The seat has been vacant since then.

Jacobson currently serves as a city of Newburgh councilman, while Manley is on the Newburgh Town Board.

The 104th Assembly District includes the cities of Poughkeeps­ie and Beacon in Dutchess County, the town and city of Newburgh in Orange County, and the Ulster County towns of Marlboroug­h and Lloyd.

On his campaign website, Jacobson, an attorney, touted his service as a city councilman and within the local Democratic Party.

“[Jacobson] has fought his entire adult life for working men and women and the values of the Democratic Party,” the site said.

His campaign said that, as a member of the Newburgh City Council, Jacobson championed repair of streets and other infrastruc­ture.

“Not satisfied with the status quo, he did his homework and found $250,000, which Newburgh did not realize it had coming to it from the state, for additional street paving,” the site said.

Jacobson has served as an assistant counsel to the speaker of the state Assembly and was assigned to the Assembly Labor Committee, where he researched and wrote legislatio­n. Later, as an assistant state attorney general, he headed the Consumer Fraud Bureau at the Poughkeeps­ie Regional Office. He later served as a state Workers’ Compensati­on Law judge.

Jacobson also chaired the Orange County Democratic Committee for 22 years.

Manley has lived in the Hudson Valley for more than 40 years. He retired as a sergeant after 25 years of service with the town of Newburgh Police Department.
