City of Kingston
• Drugs: Monique N. Washington, 41, of U.S. Route 209, Hurley, was arrested by the Kingston Police Special Investigations Unit on Thursday, Nov. 15, and was charged with three counts of criminal sale of a controlled substance and two counts of criminal possession of a controlled substance, all felonies. Washington’s arrest followed a monthslong investigation into cocaine and crack cocaine sales throughout the city and the issuance of an arrest warrant following an Ulster County grand jury’s indictment of Washington this month. At the time of her arrest, police said, Washington was in possession of cocaine and crack cocaine. Washington was sent to the Ulster County Jail without bail pending a court appearance.
Catskill
• DWI: Braiden L. Knapp, 33, of Cairo, was arrested by state police at Catskill at 9:41 p.m. Thursday, Nov. 15, on state Route 23B in the town and was charged with aggravated drunken driving and drunken driving (alcohol or drugs), both misdemeanors, and speeding, an infraction. Knapp was released with tickets for Catskill Town Court.
Hurley
• Obstructing governmen
tal administration: Charles J. Moore, 40, of Hunter, was arrested by state police at Ulster at 1:15a.m. Friday, Nov. 16, on Bristol Hill Road and was charged with obstructing governmental administration, a misdemeanor, and with disorderly conduct (obstructing traffic), a violation. Moore was released with tickets for Hurley Town Court.
Marbletown
• DWI: Richard K. Stokes, 45, of High Falls, was arrested by state police at Ulster at 11:11p.m. Thursday, Nov. 15, on Mohonk Road, and was charged with drunken driving and aggravated drunken driving, both misdemeanors. Stokes was released with tickets for Marbletown Town Court.
Plattekill
• DWI/drugs: Raymond Laboy, 45, of Wallkill, was arrested by Ulster County sheriff’s deputies at 5 a.m. Thursday, Nov. 15, on Cologne Avenue and was charged with drunken driving and aggravated drunken driving, both felonies, and with criminal of possession of a controlled substance and aggravated unlicensed driving, both misdmeanors, along with multiple traffic infractions. The arrest followed a report of a person unconscious in a vehicle. Deputies found a vehicle with a shredded tire occupied by LaBoy and allegedly saw open containers and cocaine in the vehicle. LaBoy was arraigned and sent to the Ulster County Jail without bail pending a court appearance.
