The following items are based on information provided by officials in law enforcement and the criminal justice system:
Town of Ulster
• Assault: Guy D. Andradez, 59, who police said is homeless, was arrested by Ulster town police at 5:49 a.m. Monday, July 15, and was charged with assault, a felony. During the course of a fight that occurred off Washington Avenue, Andradez was accused of striking a person with a rock and a frying pan, police said. The victim was brought to HealthAlliance Hospital’s Broadway campus for treatment. Andradez was arraigned in Ulster Town Court and ordered held without bail at Ulster County Jail pending a court appearance.
• Grand larceny: Tanisha R. LaPlant, 30, of Connelly, was arrested by Ulster town police at 4:56 a.m. Friday, July 12, and was charged with grand larceny, a felony. LaPlant, an employee of Walmart on Frank Sottile Boulevard, was accused of filling a shopping cart with $1,437 worth of merchandise and leaving the store without paying. She was arraigned and sent to the Ulster County Jail pending a town court appearance.
• DWI: Jill T. Dispensa, 43, of Woodstock, was arrested by state police at Ulster at 12:18 a.m. Tuesday, July 16, on Washington Avenue and was charged with driving while intoxicated (previous conviction within 10 years) and aggravated drunken driving, both felonies; obstructing governmental administration, resisting arrest, and falsely reporting an emergency, all misdemeanors; and disorderly conduct and harassment, both violations. She was held pending a court appearance.
• Drugs: Rachel Robicheau, 29, of Lake Katrine, was arrested by state police at Ulster at 10:32 p.m. Monday, July 15, at state Route 32 and Tuytenbridge Road, and was charged with possession of a controlled substance, a misdemeanor, and a license plate violation. She was issued a court appearance ticket.
Durham
• DWI: Thomas F. Bobb, 69, of East Durham, was arrested by state police at Coxsackie at 9:04 p.m. Monday, July 15, on Hillcrest Road in Durham and was charged with driving while intoxicated and driving with a blood alcohol content exceeding 0.08 percent, both misdemeanors. He was issued a court appearance ticket.
• Menacing: Frederick C. Zindell, 56, of East Durham, was arrested by state police at Catskill at 35 Lakeview Road in Durham at 3:30 a.m. Tuesday, July 16, and was charged with menacing, reckless endangerment and endangering the welfare of a child, all misdemeanors. He was issued a court appearance ticket.
Hyde Park
• DWI: Thomas A. Jeffery, 25, of Poughkeepsie, was arrested by state police at Rhinebeck at 1:39 a.m. Tuesday, July 16, on U.S. Route 9 and was charged with driving while intoxicated, a misdemeanor. He was issued a court appearance ticket.
Milan
• DWAI-drugs: Jason Reynoso, 28, of Poughkeepsie, was arrested by state police at Rhinebeck on Friday, July 12, on the Taconic State Parkway and was charged with driving while ability impaired by drugs, a misdemeanor. Further information was unavailable.
• DWAI-drugs: Alex Williams, 53, of Oswego, was arrested by state police at Rhinebeck on Saturday, July 13, on the Taconic State Parkway and was charged with driving while ability impaired by drugs, a misdemeanor. Further information was unavailable.
• DWI: Alexandra J. Millian, 34, of Kingston, was arrested by state police at Rhinebeck on Sunday, July 14, on state Route 199 and was charged with drunken driving (previous conviction within 10 years), a felony. Further information was unavailable.

• Contempt: Brian R. Romero, 27, of Germantown, was arrested by state police at Catskill at 11:06 a.m. Monday, July 15, and was charged with criminal contempt, a felony. Further information was unavailable.

• DWI: On July 13, 2019, State Police from SP Rhinebeck arrested Marianne Agnello, 62, of Red Hook, was arrested by state police at Rhinebeck on Saturday, July 13, on state Route 199 and was charged with aggravated drunken driving, a misdemeanor. • Drugs: Kevin J. Lyons, 38, of Greenwood Lake, was arrested by state police at Ulster at 3:30 a.m. Friday, July 16, in the parking lot of the Speedway gas station at state Routes 212 and 32 and was charged with criminal possession of a controlled substance, a misdemeanor, and unlawful possession of marijuana, a violation. He was issued a court appearance ticket.
