City of Kingston

• Drugs: Christophe­r J. Lay, 37, and Lauren Armanie, 32, of Kingston, were arrested by state police at Ulster at 3:45 a.m. Tuesday, Aug. 13, on Schwenk Drive, and were each charged with possession of a controlled substance, a misdemeano­r. Armanie was also charged with marijuana possession, a violation. Lay and Armanie were both released with appearance tickets for Kingston City Court.

Marlboroug­h

• DWI: Pamela J. Bastone, 63, of Clintondal­e, was arrested by state police at Highland at 10:51 p.m. Monday, Aug. 12, on U.S. Route 44/state Route 55 and was charged with drunken driving and driving with a blood-alcohol content exceeding 0.08 percent, both misdemeano­rs. She was also issued a speeding ticket and was charged with the traffic infraction of moving from lane unsafely. Bastone was released with an appearance ticket for Marlboroug­h Town Court.

Rhinebeck

• DWI/drugs: Michelle L. Blackburn, 47, of Red Hook, was arrested by state police at Rhinebeck at 10:33 p.m. Sunday, Aug 11, on state Route 308 at Welwyn Road and was charged with drunken driving, operating a motor vehicle with a blood-alcohol content exceeding 0.08 percent, and possession of a controlled substance, all misdemeano­rs. Blackburn was released with an appearance ticket for Rhinebeck Town Court.

Saugerties

• DWI: Seth A. Carney, 28, of Saugerties, was arrested by state police at Ulster at 10:02 p.m. Sunday, Aug. 11, at state Route 212 and Churchland Road and was charged with drunken driving (alcohol or drugs), a misdemeano­r. Carney was released with an appearance ticket for Saugerties Town Court.

Wawarsing

• Contempt/drugs: Mellena M. Thomas, 29, of Ellenville, was arrested by state police at Wawarsing at 8:30 p.m. Sunday Aug. 11, at the state police Wawarsing barracks and was charged with tampering with physical evidence, a felony; possession of a controlled substance and criminal contempt (disobeying a court order), both misdemeano­rs, and with possession of a controlled substance in a non-original container, a violation. Police said they initially arrested Thomas on Center Street in the village of Ellenville at 7:30 p.m. Sunday and while they were processing her at the police barracks on the contempt charge in relation to an order of protection, she exhibited strange behavior and asked to use the restroom. Authoritie­s said a female trooper later searched the restroom and found that Thomas had been in possession of a plastic baggie with illegal narcotics, prompting the evidence tampering and drug charges. Thomas was released pending a court appearance.
