Property tax rates declining for most

Ulster County property tax rates will decline this year in all but seven municipali­ties.

The new tax rates are the result of a $342.3 million budget for 2020 that was adopted by the county Legislatur­e and signed by County Executive Pat Ryan in December.

That budget reduces the total amount to be generated by property taxes by 0.27 percent, or $200,000, to $73.31 million.

Property owners in seven towns — Esopus, Hardenburg­h, Marlboroug­h, New Paltz, Shawangunk, Ulster and Wawarsing — will have higher tax rates in 2020 than in 2019. The property tax rates in the county’s 13 other towns and the city of Kingston will decrease.

The towns of Shawangunk, Ulster and Wawarsing also had their county property tax rates rise in 2019, and Shawangunk had an increase in 2018.

Shawangunk will have the largest 2020 increase among the seven towns: by 3.6 percent, or 72 cents per $1,000 of assessed property value, to $20.75.

The town of Rochester will have the largest decrease in the county, with the tax rate dropping 25.3 percent, or $1.12 per $1,000 of assessed property value, to $3.31.

According to the Ulster County Finance Department, Ulster County property tax rates for 2020 will be as follows.

• Denning: $24.57 per $1,000 of assessed value, down $1.10, or 4.3 percent from the 2019 level of $25.67.

• Esopus: $4.19 per $1,000, up 3 cents, or 0.7 percent, from $4.16.

• Gardiner: $3.96 per $1,000, down 18 cents, or 4.3 percent, from $4.14.

• Hardenburg­h: $6.76 per $1,000, up 4 cents, or 0.6 percent, from $6.72.

• Hurley: $3.99 per $1,000, down 17 cents, or 4.1 percent, from $4.16.

• City of Kingston: $3.96 per $1,000, down 18 cents, or 4.3 percent, from $4.14.

• Town of Kingston: $4.58 per $1,000, down 7 cents, or 1.5 percent, from $4.65.

• Lloyd: $3.98 per $1,000, down 18 cents, or 4.3 percent, from $4.16.

• Marbletown: $3.97 per $1,000, down 18 cents, or 4.3 percent, from $4.15.

• Marlboroug­h: $4.22 per $1,000, up 3 cents, or 0.07 percent, from $4.19.

• New Paltz: $4.17 per $1,000, up 5 cents, or 1.2 percent, from $4.12.

• Olive: $3.94 per $1,000, down 22 cents, or 5.3 percent, from $4.16.

• Plattekill: $4.18 per $1,000, down 2 cents, or 0.05 percent, from $4.20.

• Rochester: $3.31 per $1,000, down $1.12, or 25.3

percent, from $4.43.

• Rosendale: $3.98 per $1,000, down 18 cents, or 4.3 percent, from $4.16.

• Saugerties: $4 per $1,000, down 18 cents, or 4.4 percent, from $4.18.

• Shandaken: $15.46 per $1,000, down 70 cents, or 4.3 percent, from $16.16.

• Shawangunk: $20.75 per $1,000, up 72 cents, or 3.6 percent, from $20.03.

• Town of Ulster: $5.43 per $1,000, up 15 cents, or 2.8 percent, from $5.28.

• Wawarsing: $3.95 per $1,000, up 4 cents, or 1 percent, from $3.91.

• Woodstock: $4.28 per $1,000, down 8 cents, or 1.8 percent, from $4.36.
