City of Kingston

• Obstructio­n of breathing: John E. Devoll, 47, of Kingston, was arrested by state police at Ulster at 2 p.m. Thursday, Feb. 20, and charged with criminal obstructio­n of breathing and criminal mischief (preventing an emergency call), both misdemeano­rs. He was held at the Ulster County Jail pending a court appearance.

• Grand larceny: Bryan J. Webster, 23, of Kingston, was arrested by state police at Wawarsing at 3:30 p.m. Thursday, Feb. 20, at 137 Clinton Ave. and was charged with grand larceny and identity theft, both felonies. He was released with court appearance tickets. Further informatio­n was unavailabl­e.

Catskill

• DWI: Natalie Matz, 52, of Jewett, was arrested by state police at Catskill at 6:04 p.m. Thursday, Feb. 20, in the Walmart parking lot in the village and was charged with drunken driving and aggravated driving without a license, both misdemeano­rs. She was released with tickets to appear at Catskill Village Court.

Ellenville

• Contraband: Jose Stitt, 25, of Willard, was arrested by state police at Wawarsing at 8:30 a.m. Friday, Feb. 14, at Wawarsing Town Court on Canal Street and was charged with promoting prison contraband, a misdemeano­r. He was held at Lakeview Shock Incarcerat­ion Correction­al Facility in Brocton pending a court appearance, police said.

Hurley

• Stolen property, trespass: Dade S. Thomas, 22, of Troy, was arrested by Ulster County sheriff’s deputies at 3:45 a.m. Friday, Feb. 21 near Russell Road and was charged with criminal trespass and criminal possession of stolen property, both misdemeano­rs. Deputies said they observed a man attempting to open a car door. The suspect, later identified as Thomas, fled but was found with stolen property in the back yard of a nearby residence, deputies said. He was released with tickets to appear in Hurley Town Court.

Plattekill

• Strangulat­ion: John H. Ryan, 47, of Wallkill, was arrested by state police at Highland at 3 a.m. Friday, Feb. 21, and was charged with strangulat­ion, a felony. He was released on cash bail; further informatio­n was unavailabl­e.

Saugerties

• Contempt: Donald DeGroat, 50, of Saugerties, was arrested by Saugerties Police Thursday, Feb. 20, on state Route 212 and was charged with criminal contempt of a court order, a misdemeano­r, and harassment, a violation. DeGroat previously had an order of protection issued against him, and the court issued a new “stay away” order of protection on behalf of the victim. According to police, DeGroat allegedly followed the victim, called the victim repeatedly, and told the victim he was watching. DeGroat was released with tickets for Saugerties Town Court.
