New noise data sought for plant proposal
Consultant Dana Lodico says there were problems with information provided by developer 850 Route 28 LLC.
The town Planning Board has ordered new noise studies from the developer who wants to build steel and concrete fabrication plants on Route 28.
During online meeting Monday evening, town consultant Dana Lodico said there were problems with noise information provided by developer 850 Route 28 LLC as part environmental studies of the project.
“We did find a number of calculation errors in the noise studies,” Lodico said. “... Those need to be either corrected or substantiated in some way.”
The developer has proposed the construction of two 120,000-square-foot buildings at 850 Route 28 for the manufacture of steel and precast concrete bridge decking.
Regarding noise in the construction process, Lodico echoed complaints made by opponents of the project. They say the developer has minimized the potential impact of blasting 405,000 cubic yards of rock, clearing 21 acres of trees, and carrying out construction that is expected to involve nearly 12,500 trucks over a fiveyear period.
“Vibration from blasting can be a pretty big issue for very long distances,” Lodico said.
Lodico said the developer should address noise concerns based on where someone might be in the neighboring Bluestone Wild Forest Preserve, which has popular hiking trails.
She also said 850 Route 28 LLC has not identified any nighttime noise adjustments that might be made once the plants are operational. These are necessary, Lodico said, because the proposal calls for the plants to operate 24 hours a day.
Also required will be studies about noise from traffic and on-site work.
Dominic Cordisco, attorney for 850 Route 28 LLC, said the developer will address the noise concerns in a revised impact statement.
“We will make a comprehensive submission,” he said.
The principal of 850 Route 28 LLC is Thomas Auringer, who owns 2-4 Kieffer Lane/U.S. Crane in the town of Ulster.
