City of Kingston

• DWI: Angel S. Lacey, 24, of Kingston, was arrested by state police at Ulster at 1:55 a.m. Wednesday, March 24, and was charged with drunken driving, aggravated drunken driving and driving with a blood-alcohol content at or exceeding 0.08 percent, all misdemeano­rs. Lacey was released with tickets for Kingston City Court.

Catskill

• Endangerin­g: Richard Cooper, 34, of Catskill, was arrested by state police at Catskill at 10:18 a.m. Tuesday, March 23, and was charged with assault, criminal mischief and endangerin­g the welfare of a child, all misdemeano­rs. Cooper was released with tickets for Catskill Town Court.

Coxsackie

• Aggravated harassment: Javier F. Ramirez, 47, of Coxsackie, was arrested by state police at Catskill at noon Friday, March 19, and was charged with aggravated harassment of a prison employee by an inmate, a felony, stemming from an incident reported on July 28, 2020. Ramirez was returned to prison with a ticket for Coxsackie Town Court.

Greenville

• Drugs: John Gallagher, 47, of Cairo, was arrested by state police at Coxsackie at 12:38 a.m. Wednesday, March 24, and was charged with possession of a narcotic drug, a felony, and with misdemeano­r charges of possession of a controlled substance, manufactur­ing drug-related parapherna­lia, possession of a hypodermic instrument and criminal use of drug parapherna­lia (packaging). Gallagher was held pending a court appearance.

• Drugs: Gregory K. Mower, 70, of Hannacroix, was arrested by state police at Coxsackie in the town of Greenville at 7:46 p.m. Tuesday, March 23, and was charged with criminal possession of a controlled substance, a misdemeano­r. Mower was released with an appearance ticket for Greenville Town Court.

Lloyd

• DWI: William Coughlin, 62, of Fishkill, was arrested by state police at Highland at 9:22 p.m. Tuesday, March 23, and was charged with drunken driving and aggravated drunken driving, both misdemeano­rs. Coughlin was released with tickets for Lloyd Town Court.

• DWI: Timothy Dooley, 28, of Poughkeeps­ie, was arrested by state police at Highland at 2:40 a.m. Wednesday, March 24, and was charged with drunken driving and driving with a blood-alcohol content at or exceeding 0.08 percent, both misdemeano­rs. Dooley was released with tickets for Lloyd Town Court.

Plattekill

• Drugs: Jonathan J. Keane, 30, of New Paltz, was arrested by state police at Newburgh after a traffic stop for an alleged violation on the New York State Thruway. Keane is alleged to have had about 7.8 grams of cocaine in his possession and was charged with felony possession of a controlled substance. He was released with a ticket for Plattekill Town Court.

Saugerties

• DWAI-drugs: Jay K. Carnes, 32, of Saugerties, was arrested by state police at Ulster at 2:44 p.m. Tuesday, March 23, and was charged with driving while ability impaired by drugs and possession of a controlled substance, both misdemeano­rs. Carnes was released with tickets for Saugerties Town Court.

Town of Ulster

• DWI: James H. Reuss, 58, of Kerhonkson, was arrested by state police at Ulster at 11 p.m. Tuesday, March 23, and was charged with drunken driving, a misdemeano­r. Reuss was released with a ticket for Ulster Town Court.
