City Of Kingston
• DWI: Humberto Martinez Vasquez, 32, of Kingston, was arrested by state police at Ulster at 11:05 p.m. Saturday in the city of Kingston and was charged with driving while intoxicated and driving with a blood-alcohol level at or exceeding 0.08 percent, both misdemeanors. Martinez Vasquez was released with tickets for Kingston City Court.
• Drugs: Luis D. Banegas-Cartagena, 43, of Kingston, was arrested by state police at Ulster at 3:50 a.m. Sunday, Oct. 30, and was charged with two counts of criminal possession of a controlled substance, both misdemeanors. BanegasCartagena was released with tickets for Kingston City Court.
Town Of Kingston
• DWI: An 18-year-old West Hurley man was arrested by state police at Ulster at midnight Sunday, Oct. 30, and was charged with driving while intoxicated and driving with a blood alcohol level at or exceeding 0.08 percent, both misdemeanors. The man, who was not identified by authorities, was released with tickets for Kingston Town Court.

• DWI: Edward Lanchester, 52, of Ellenville, was arrested by state police at Highland at 8:07 p.m. Saturday, Oct. 29, and was charged with driving while impaired by drugs and driving while ability impaired (combined drugs and alcohol), both misdemeanors. Lanchester was released with tickets for Lloyd Town Court.
Town Of Rochester
• Drugs: Robert A. Theetge, 33, of Kerhonkson, was arrested by state police at Wawarsing at 1:35 a.m. Sunday, Oct. 30, and was charged with criminal possession of a controlled substance, a misdemeanor. Theetge was released with tickets for Rochester Town Court.
Town Of Ulster
• DWI: Rafael Figueroa, 42, of Saugerties, was arrested by state police at Ulster at 1:28 a.m. Sunday, Oct. 30, in the town of Ulster, and was charged with driving while intoxicated, a misdemeanor. Figueroa was released with tickets for Ulster Town Court.
