Police arrest drug dealer in Upper Darby
Police are continuing their investigation after arresting a 24-year-old with a long rap sheet, dating back nine years.
On Friday, Craig Tevan “Juice” Russell of the 6600 block of Lansdowne Avenue in Philadelphia was charged with trafficking and narcotics violations after police set up a sting.
Police Superintendent Mike Chitwood said Russell may be tied to a person who is in severely critical condition due to a drug overdose at an area hospital.
“It’s an open investigation,” Chitwood said.
He said undercover cops met Russell, who was driving a rented Jeep Grand Cherokee with Pennsylvania tags, at Baltimore Avenue and Kelly Street Thursday.
There, Chitwood said, Russell sold them four blue wax paper bags filled with a white powder that field tested for heroin.

Again, it involved four bags of a powdery substance that was later identified as heroin.
On Friday at 7 p.m., police contacted Russell one more time for another arrangement.
“Juice arrived again at Baltimore and Kelly and we got him,” Chitwood said, adding that he was driving the same Jeep Grand Cherokee. “This time, we found in his car in a black bag 106 bags of heroin.”
In addition, the superintendent said police recovered some pills, Oxycontin, cash and numerous cell phones.
Russell’s criminal history dates to 2007 when he was charged with distribution of small amounts of marijuana. He also was charged with robbery in 2009.
He plead guilty to possession of a controlled substance and criminal conspiracy for an April 2011 incident for which he was sentenced to 6 to 12 months in jail and a year of probation.
A year later, he pleaded guilty to driving under the influence for a February incident and was sentenced to 3 days to 6 months. That was followed by his guilty plea for an October 2012 incident for manufacture of a controlled substance and other charges for which he was sentenced 12 months to 4 years.
