Cotter appointed as borough representative
Michael “Mac” Cotter is the 2017 borough representative on Chester County Association of Township Officials.
In a first of its kind appointment, Michael “Mac” Cotter, West Chester Borough Manager, is the 2017 borough representative on the 56 township Chester County Association of Township Officials (CCATO).
Chester County is the first such organization in the Commonwealth to formally create a borough representative position on its Board.
“CCATO is reaching out to Chester County’s 16 boroughs to share common concerns and educational opportunities and to achieve that via collaboration with the Pennsylvania State Association of Boroughs,” according to Ernie Holling, CCATO President, “We look forward to working with our neighbors to continually improve the county.”
Christopher Cap, Executive Director PSAB concurs: “The Pennsylvania State Association of Borough is very pleased that the CCATO has approved the inclusion of a borough representative on the CCATO Executive Board. Mac Cotter will be a great representative of the Chester County boroughs. The CCATO demonstrates how municipalities
are able to reach out to all municipal governments to help strengthen local government and to bring the best possible services and representation to Chester County municipal residents.”
Cotter has been a city management professional for 25 years. His educational background includes a Juris Doctor degree from the Cleveland Marshall College of Law, at Cleveland State University. And while living in Brussels, Belgium he obtained a MBA from
the Solvay Brussels School of Economics & Management, at the Université Libre de Bruxelles. Mr.
Cotter previously served as the appointed manager for the following communities: • West Whiteland • Westtown • Upper Pottsgrove Township, Montgomery County
• Solebury Township, Bucks County,
He is a member the International City County Management Association
and the Society of Human Resource Management and currently serves on the Chester Country Association Township Officials Financial Review Committee, and on the West Chester University Center for Community Solutions Board.
