Police fear more victims of alleged child sex predator

LOWER OXFORD » Police are seeking more victims of accused child sex abuser from Lower Oxford.

Robert Dean Caesar, 55, is currently incarcerated in Chester County Prison after failing to post bail for numerous charges related to child sex assault, child pornography and involuntary deviate sexual intercourse.

According to Crimestoppers, the Pennsylvania State Police received information in January that he was purchasing used boys’ underwear and bathing suits through eBay.

Soon after that, reports of sexual abuse against Caesar were field detailing how he sexually abused two juvenile males between 2015 and 2017. More charges were soon filed on the

assault on a third juvenile in 2016.

Police have reason to believe that based on interviews and investigations already conducted, there may be more victims.

A search of Caesar’s rented home also yielded thousands of pornographic photos and videos, police said.

According to the affidavit of probable cause filed at Municipal Court 15-3-05 in Oxford, as of March 6, police had obtained 22,063 images and 1,062 videos of child pornography on his computers — with analysis ongoing.

The criminal complaints dated Feb. 23, Jan. 19 and March 6 outline 21 charges related of his activities of eliciting sex from young boys.

On repeated occasions he is described as having fondled the youths in his bedroom and requested that they leave with him their underwear.

The mother of one alleged victim told authorities that her 11-year-old son said Caesar asked him to get undressed to his underwear in 2015 or 2016. The son told her that he had refused to take off his underwear, but that Caesar had fondled him and asked to shower with him, according to the criminal complaint.

Another victim reported that in 2015 the defendant supplied him with alcohol and then brought him to the bedroom of his home, where he requested oral sex.

In an interview with Caesar, police reported that Caesar told them he had engaged in sex with two of his victims as recently as the summer of 2016 — one as recently as December 2017.

The state police reported that they received a notification from the National Center for Missing and Exploited Children that an eBay account belonging to Robert Dean Caesar was purchasing boys’ underwear and swim wear as well as requesting photographs of young boys wearing them.

Caesar faces many charges, among them statutory sexual assault, involuntary deviate sexual intercourse, unlawful contact with a minor, endangering the welfare of children, corruption of minors, sexual abuse of children and indecent exposure.

Caesar is originally from Philadelphia, and, through interviews with him, his family, and friends, investigators learned that he previously resided in the Oxford, Butler, and Philadelphia areas of Pennsylvania. He also previously resided in Colorado and Florida, according to Crime Stoppers.
