Three ‘Felony Lane’ gang members arrested at Paoli bank

Three members of the infamous “Felony Lane Gang” were arrested and hit with various charges, including felonies, at a Paoli Bank of America.

According to a Tredyffrin Township Police Department press release, two men and a woman, all of Florida, were arrested on April 9 after police investigated suspicious activity at the Bank of America in Paoli.

Police said officers noticed suspicious activity in the far lane of the bank’s drive-thru, which is commonly called the “felony lane” as it is used by thieves for fraudulent transactions after victims’ belongings were stolen from their cars.

Subsequently, Rachel Rouijel, 24, of Lakeworth, Fla.; Domineke Miller, 25, of Fort Lauderdale, Fla.; and Terrance Brooks, 25 of Fort Lauderdale, Fla. were ar-

rested.

Rouijel was charged with felony forgery, felony unauthorized use of a credit card, bad checks, identity theft, and receiving stolen property, according to court documents.

Miller and Brooks were charged with conspiracy to commit those same crimes, court records show.

The Felony Lane Gang is a Florida-based gang that will steal various items typically used by women, such as purses and handbags. Then female members of the gang will pose as those victims at bank drive-thrus to steal funds from victims’ accounts.

The gang uses the outside-most lanes of bank drive-thrus so as not to be identified. That lane has since been called the “felony lane” by law enforcement agencies.

None of the three were able to post bail, which was set at $30,000 for Rouijel and $10,000 for Brooks and Miller, court documents show.

All three are slated to appear for preliminary hearings on April 13.

PUBLIC DRUNKENNESS » Thomas Weiss Purnell, 37, of Downingtown was observed staggering on the sidewalk and almost fell into the roadway in the 300 block of West Lancaster Avenue just before 1 a.m. on March 18, police said. When the officer spoke to him, a strong odor of an alcoholic beverage was detected and he replied in an unintelligible manner. Purnell was taken into custody and cited.

ROBBERY » Just after 6:30 a.m. on March 18, two black males dressed all in black entered the Rite Aid Pharmacy located at 101 Wallace Avenue and went directly to the pharmacy. They jumped over the counter and used a knife to threaten the pharmacist, and then grabbed him and demanded drugs to be turned over to them. They then took off on foot leaving the area. They are still at large.

VANDALISM » A report was received on March 18 of two vehicles parked overnight the previous night in Beech Street Parking lot were damaged. The two vehicle owners stated they had heard a lot of noise the previous night that included loud yelling and banging noises, however did not report it at that time. Both vehicles showed damage consistent with a fight on or close to the parked vehicles.

TRESPASS » Jacob Robinette, 23, of Thorndale had previously been given notice not to return to the Wawa located at 100 Wallace Avenue. But at 1:20 a.m. on March 24, he entered the store and yelled at store employees. When told to leave, he did so. He returned shortly after and yelled at employees again. Robinette was cited for trespass.

RETAIL THEFT » Taron McClain, 18, of Coatesville confessed to stealing white Adidas Ultra Boost Sneakers valued at $179.99 and an Adidas jacket valued at $90 from Dicks Sporting Goods located at 1026 East Lancaster Avenue in East Caln Township on March 24. McClain is charged with retail theft and receiving stolen property.

ASSAULT » Gatrel Dante Moore, 26, of Downingtown was seen March 25 in the parking lot of the 400 building of Norwood House Apartments just before 10 a.m. beating on a female. When officers arrived the mother of Moore’s child stated that during the custody exchange of their child, Moore became upset and began beating her. A witness shouted at him to stop, at which time he entered his vehicle and left the parking lot. Other witnesses also came forward. Police have issued a warrant on Moore for multiple charges filed against him that include simple assault, harassment, and disorderly conduct.

ASSAULTS » Justin Rashaad Allen, 24, of Downingtown was taken into custody March 30 in the area of the 500 block of West Lancaster Avenue just after 4:30 p.m. Allen was reported by numerous witnesses of verbally and physically abusing his victim. A domestic incident that started in the unit block of Viaduct Avenue and then continued several blocks through town with Allen hitting and threatening his victim. Allen was taken into custody and charged with simple assault, false imprisonment, stalking, and recklessly endangering another person and disorderly conduct.

THEFT » lbraheem Faiaz, 20, of Downingtown, an employee of Wawa, located at 1083 East Lancaster Avenue in East Caln Township admitted to having stolen cash from the register just before 7 a.m. on March 31. When approached about the missing money, Faiaz admitted to having taken money over a six-day period. Faiaz was terminated by Wawa and charged by police with theft, theft by deception and retail theft.

WARRANTS » Cody James Killian, 24, of Downingtown was taken into custody at 8 p.m. March 31 in the 200 block of Chestnut Street following an officer observing him and knowing an active warrant was out on him for a parole violation. Killian was turned over to constables. DISORDERLY CONDUCT » Jeanne L. Elinsky, 52, of Downingtown was cited for disorderly conduct regarding noise violations on March 31 following two reports, one at 9:45 p.m. and again at 3: 15 a.m. of loud music and screaming out the screen door of her apartment located in the Black Hawk Apartments.

DUI » Monica Diann Miller, 44, of Downingtown was driving her vehicle when she was involved in an accident with a traffic light pole at 3:15 a.m. April 1 at the intersection of East Lancaster Avenue and Park Lane. An officer that arrived to the crash detected a strong odor of an alcoholic beverage and observed her eyes to be glassy and blood shot. Miller failed a field sobriety test and is charged with driving under the influence, careless driving and reckless driving along with traffic violations.

ASSAULTS » Karen Nguyen, 40, of Downingtown was involved in a domestic situation at 1224 Cornerstone Boulevard, located in East Caln Township at 11 p.m. on April 1. During the altercation, Nguyen’s nails dug into the other party’s arm causing an eight-inch abrasion. Nguyen has been charged with simple assault and harassment.
