The electors of Chester County will please take notice that in accordance with the provisions in Section 1201 and 1229 of the Election Code of 1937, as amended, you are hereby notified that referendums (questions) will appear on the ballot.
East Goshen Township
“Do you favor the granting of liquor licenses for the sale of liquor in East Goshen Township of Chester County?”
Plain English Statement:
Under Pennsylvania law, voters have the right to choose whether liquor licenses may be granted to businesses within their borders. Currently, East Goshen Township is a “dry” township. This means that businesses within the Township are currently not allowed to obtain liquor licenses. This ballot question, if approved by the voters, would authorize the Pennsylvania Liquor Control Board (PLCB) to grant liquor licenses for the sale of beer, malt or brewed beverages, wine, and spirits to qualified restaurants, taverns, bars, hotels, clubs, grocery stores, and other establishments within East Goshen Township. Should this question be approved, the number of licensed establishments located within East Goshen Township and a business’s eligibility to obtain a license will be subject to the quota provisions of the Pennsylvania Liquor Control Board and the approval of the Liquor Control Board, respectively.
Westtown Township
“Do you favor the granting of liquor licenses for the sale of liquor in Westtown Township of Chester County?”

This means that businesses within the Township are currently not allowed to obtain liquor licenses. “Do you favor the granting of liquor licenses for the sale of liquor in Thornbury Township of Chester County?”

This means that businesses within the Township are currently not allowed to obtain liquor licenses. This ballot question, if approved by the voters, would authorize the Pennsylvania Liquor Control Board (PLCB) to grant liquor licenses for the sale of beer, malt or brewed beverages, wine, and spirits to qualified restaurants, taverns, bars, hotels, clubs, grocery stores, and other establishments within Thornbury Township. Should this question be approved, the number of licensed establishments located within Thornbury Township and a business’s eligibility to obtain a license will be subject to the quota provisions of the Pennsylvania Liquor Control Board and the approval of the Liquor Control Board, respectively.
West Grove Borough
“Do you favor the granting of malt and brewed beverage retail dispenser licenses for consumption on premises where sold in the borough of West Grove?”
Plain English Statement:
If this question is approved by the majority of those voting, beer, malt or brewed beverage retail dispenser licenses may be granted by the Pennsylvania Liquor Control Board for onsite consumption on any premises kept or operated by a hotel, eating place or club. The Borough of West Grove shall retain its dry status as to the retail sale and onsite consumption of liquor.
