New charges in stabbing of Crete in-laws case

Man charged with murder for hire plot from jail cell

The Wisconsin man accused of stabbing and critically injuring his in-laws after allegedly breaking into their home in December in unincorpor­ated Will County near Crete now faces charges of solicitati­on of murder for hire, the Will County sheriff ’s office announced Thursday.

Michael Y. Liu, 36, of Oak Creek, Wisconsin, has been held without bond in the Will County jail since Dec. 2 on charges for attempted first degree murder, home invasion, aggravated discharge of a firearm, residentia­l burglary, aggravated domestic battery, aggravated battery and trespassin­g.

The sheriff ’s office said it was notified Jan. 13 by jail staff that Liu talked to several inmates about hiring a hitman to kill the witnesses in his case and offered to pay $20,000.

Detectives recorded Liu discussing the plot with other inmates, according to a news release, and one inmate convinced Liu that he had a friend who would carry out the killing for cash payment.

The inmate told Liu the hitman would require an upfront payment of $10,000 and then another $10,000 after the killings, according to the sheriff ’s news release.

If convicted, Liu could serve between 20 to 40 years in prison.

Under the solicitati­on of murder for hire charge, Liu is being held on a $1 million bond, according to the sheriff ’s office.

Dan Walsh, Liu’s attorney, and the Will County sheriff ’s office did not immediatel­y respond to requests for comment.

Liu is accused of stabbing his 68-year-old fatherin-law and his 66-year-old mother-in-law Dec. 1 at their home near Crete. He has pleaded not guilty to all charges.

Liu was scheduled to turn himself into custody at the Waukesha County Huber Detention Facility Dec. 4 for a domestic battery conviction from July and a violation of an order of protection complaint, according to the Will County sheriff ’s office, which responded to the call.

Instead, Liu traveled from Wisconsin “in an attempt to enact revenge on his soonto-be ex-wife’s parents,” police said.

The mother-in-law spent two days in the hospital, while the father-in-law was in the hospital for a week, prosecutor­s said.

The Contract Documents, consisting of Advertisem­ent for Bids, Instructio­n for Bidders, Proposal, Bid Bond, General Conditions, Supplement­ary Conditions, Payment Bond, Performanc­e Bond, Specificat­ions, and Addenda may be examined by appointmen­t only at the CSEDC office (address above).

Terms and Conditions will need to be accepted by Interested Bidders prior to obtaining an electronic copy of the Bidding Documents on the Project Bidding website. Electronic Document access will only be provided to interested bidding companies and/or equipment companies. Electronic copies are provided at no cost. Work on this project is partially funded through the State of Illinois Rebuild Illinois grant program administer­ed by the Illinois Department of Commerce and Economic Opportunit­y (DCEO). Attention is called to the fact that the Contractor must ensure that employees and applicants for employment are not discrimina­ted against because of their race, color, religion, sex, or national origin; work on this project is subject to the Illinois Substance Abuse Prevention on Public Works Project Act as enacted by P.A. 95-0635; the Responsibl­e Bidder Criteria by the CSEDC; and this contract is subject to the following State of Illinois Legislatio­n:

The Illinois Prevailing Wage Act (820 ILCS 130): Requires contractor­s and subcontrac­tors to pay laborers, workers and mechanics performing services on public works projects no less than the current “prevailing rate of wages” (hourly cash wages plus amount for fringe benefits) in the county where the work is performed. Illinois Works Jobs Program Act (30 ILCS 559/20-1 et seq.): Contractor­s will be required to use apprentice­s for 10% of total labor hours worked in each prevailing wage classifica­tion on a project, or 10% of the estimated labor hours in each prevailing wage classifica­tion, whichever is less. Business Enterprise Program for Minorities, Females, and Persons with Disabiliti­es Act (“BEP”) (30 ILCS 575/0.01 et seq.): Establishe­s a goal for contractin­g with businesses that have been certified as owned and controlled by persons who are minority, female or who have disabiliti­es. Grantee shall maintain compliance with the BEP Utilizatio­n Plan submitted in conjunctio­n with the Agreement and shall comply with all reporting requiremen­ts. Contractor­s on grant-funded projects will be required to subcontrac­t with CMS BEP certified vendors/contractor­s. See BEP Utilizatio­n Plan. Employment of Illinois Workers on Public Works Act (30 ILCS 570/0.01 et seq.). Provides that whenever there is a period of excessive unemployme­nt in Illinois (as defined by the Act), then the Grantee shall employ at least 90% Illinois laborers on such project.

Any contract with an amount over $25,000 is required to produce documentat­ion of performanc­e bonding within two weeks of contract award. The contractor will obtain a performanc­e bond for 100% of the contract price to ensure completion of the contract. Any contract with an amount over $50,000 requires the contractor to produce documentat­ion of a payment bond for 100% of the contract price to ensure payment to all persons supplying labor and materials.

The CSEDC reserves the right to reject any or all bids, waive or not waive any informalit­y in the bids, and to accept any bid which it deems most favorable to the CSEDC.
