Man charged with murder for hire plot from jail cell

The Wisconsin man accused of stabbing and critically injuring his in-laws after allegedly breaking into their home in December in unincorporated Will County near Crete now faces charges of solicitation of murder for hire, the Will County sheriff ’s office announced Thursday.

Michael Y. Liu, 36, of Oak Creek, Wisconsin, has been held without bond in the Will County jail since Dec. 2 on charges for attempted first degree murder, home invasion, aggravated discharge of a firearm, residential burglary, aggravated domestic battery, aggravated battery and trespassing.

The sheriff ’s office said it was notified Jan. 13 by jail staff that Liu talked to several inmates about hiring a hitman to kill the witnesses in his case and offered to pay $20,000.

Detectives recorded Liu discussing the plot with other inmates, according to a news release, and one inmate convinced Liu that he had a friend who would carry out the killing for cash payment.

The inmate told Liu the hitman would require an upfront payment of $10,000 and then another $10,000 after the killings, according to the sheriff ’s news release.

If convicted, Liu could serve between 20 to 40 years in prison.

Under the solicitation of murder for hire charge, Liu is being held on a $1 million bond, according to the sheriff ’s office.

Dan Walsh, Liu’s attorney, and the Will County sheriff ’s office did not immediately respond to requests for comment.

Liu is accused of stabbing his 68-year-old fatherin-law and his 66-year-old mother-in-law Dec. 1 at their home near Crete. He has pleaded not guilty to all charges.

Liu was scheduled to turn himself into custody at the Waukesha County Huber Detention Facility Dec. 4 for a domestic battery conviction from July and a violation of an order of protection complaint, according to the Will County sheriff ’s office, which responded to the call.

Instead, Liu traveled from Wisconsin “in an attempt to enact revenge on his soonto-be ex-wife’s parents,” police said.

The mother-in-law spent two days in the hospital, while the father-in-law was in the hospital for a week, prosecutors said.

The Contract Documents, consisting of Advertisement for Bids, Instruction for Bidders, Proposal, Bid Bond, General Conditions, Supplementary Conditions, Payment Bond, Performance Bond, Specifications, and Addenda may be examined by appointment only at the CSEDC office (address above).

Work on this project is partially funded through the State of Illinois Rebuild Illinois grant program administered by the Illinois Department of Commerce and Economic Opportunity (DCEO). Attention is called to the fact that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin; work on this project is subject to the Illinois Substance Abuse Prevention on Public Works Project Act as enacted by P.A. 95-0635; the Responsible Bidder Criteria by the CSEDC; and this contract is subject to the following State of Illinois Legislation:

The Illinois Prevailing Wage Act (820 ILCS 130): Requires contractors and subcontractors to pay laborers, workers and mechanics performing services on public works projects no less than the current “prevailing rate of wages” (hourly cash wages plus amount for fringe benefits) in the county where the work is performed. Illinois Works Jobs Program Act (30 ILCS 559/20-1 et seq.): Contractors will be required to use apprentices for 10% of total labor hours worked in each prevailing wage classification on a project, or 10% of the estimated labor hours in each prevailing wage classification, whichever is less. Business Enterprise Program for Minorities, Females, and Persons with Disabilities Act (“BEP”) (30 ILCS 575/0.01 et seq.): Establishes a goal for contracting with businesses that have been certified as owned and controlled by persons who are minority, female or who have disabilities. Grantee shall maintain compliance with the BEP Utilization Plan submitted in conjunction with the Agreement and shall comply with all reporting requirements. Contractors on grant-funded projects will be required to subcontract with CMS BEP certified vendors/contractors. See BEP Utilization Plan. Employment of Illinois Workers on Public Works Act (30 ILCS 570/0.01 et seq.). Provides that whenever there is a period of excessive unemployment in Illinois (as defined by the Act), then the Grantee shall employ at least 90% Illinois laborers on such project.

Any contract with an amount over $25,000 is required to produce documentation of performance bonding within two weeks of contract award. The contractor will obtain a performance bond for 100% of the contract price to ensure completion of the contract. Any contract with an amount over $50,000 requires the contractor to produce documentation of a payment bond for 100% of the contract price to ensure payment to all persons supplying labor and materials.

The CSEDC reserves the right to reject any or all bids, waive or not waive any informality in the bids, and to accept any bid which it deems most favorable to the CSEDC.
