The way that some of the street pavements in Chester are deteriorating is giving city officials and citizens a good bit of concern. The Filbertine pavements seem to be crumbling away in a manner which would indicate that the asphalt used in the composition was “dead” or “short” to a remarkable degree. Small holes first appear which rapidly become larger, the material seeming to crumble up and grind away as though it had no tenacity or holding power.
